It shall be unlawful to use or permit the use of any building or premises, or part thereof, now or hereafter created, located or erected, changed, converted or enlarged, wholly or partly, until a certificate of inspection has been issued for that premises, certifying that the structure or use complies with the provisions of this chapter or other pertinent Township ordinances. Such inspection permits shall be granted or denied within 10 days from the date that a written application is filed with the Zoning Officer. Pending the issuance of a regular certificate of inspection, a temporary certificate of inspection may be issued by the Zoning Officer for a period not exceeding six months during the completion of alterations or during partial inspection of a building, pending its completion. Such temporary certificate shall not be construed as in any way altering the respective rights, duties and obligations of the owners or of the Township relating to the use or inspection of the premises or any other matter covered by this chapter, and such temporary certificate shall not be issued except under such restrictions and provisions as will adequately ensure the safety of the occupants.
