CHAPTER 1133

Off-Street Parking and Loading Requirements

1133.01 OFF-STREET PARKING.

   In all districts, except the C-1 Downtown Business District, in connection with every industrial business, institutional, recreational, residential, or other use, there shall be provided at any time any building or structure is erected or is enlarged or increased in capacity, off-street parking spaces for automobiles in accordance with the following requirements:
   (a)   Area. Each off-street parking space shall have an area of not less than 180 square feet exclusive of access drives or aisles, and shall be of usable shape and condition.
   (b)   Number. The number of off-street parking spaces shall be provided as follows:

1 for each 50 square feet of gross floor area, with minimum of 6 spaces.
Furniture or appliance store, wholesale establishments, machinery or equipment sales and service
1 for each 1,000 square feet of gross floor area
Food market establishments in any similar use
1 for each 200 square feet of gross floor area
Other retail stores or services not specified
1 for each 400 square feet of gross floor area
Manufacturing, processing, wholesaling, storage or any other   industrial use not specifically set out
1 for each 2 employees plus space to accommodate all vehicles used in connection therewith
Laundromat, self-service laundry or similar use
1 for each 2 washing machines or portion therewith
Bowling Alley
4 for each lane
Mobile Home Court
1-1/4 spaces per lot
Self-service car wash
3 for each washing stall
Barber or Beauty Shop
3 for each chair
   (c)   Mixed Uses. In the case of mixed uses in the same building or structure the total requirement for off-street parking facilities shall be the sum of the requirements of the various uses computed separately on the basis of the items set out in this section and off-street parking facilities for one use shall not be considered as providing required parking facilities for any other use except as hereinafter specified in subsection (d) hereof.
   (d)   Collective Parking Facilities. Nothing in this section shall be construed to prevent collective provision for any off-street parking facilities for two or more buildings or uses; provided however, that the total number of off-street parking spaces shall not be less than the sum of the requirements for the various individual uses involved computed separately on the basis of the items set out in this section.
   (e)   Where Provided. All parking spaces provided pursuant to this section shall be on the same lot with the building or use for which such spaces are required, except that the Board, after public hearing, may permit the parking spaces to be on any lot within 300 feet of the building; provided, however, that if the Board determines, after public hearing, that it is impractical to provide parking spaces on the same lot with the building or use for which such spaces are required, or within 300 feet thereof, the Board may permit the parking spaces to be on a lot greater distance than 300 feet from such building or use, subject to appropriate conditions imposed by the Board regarding such building or use, subject to appropriate conditions imposed by the Board regarding such location, character or other features of the proposed lot for parking spaces as are reasonably required for the purposes of this Zoning Ordinance.
   (f)   Distance Measurements. The distance to any parking space area as herein required shall be measured between the nearest point of the off-street parking facility and the nearest point of the building said parking facility is to serve.

1133.02 OFF-STREET LOADING AND UNLOADING.

   (a)   On the same premises with every building, structure or part thereof, hereafter erected, established or enlarged and occupied for manufacturing, storage, warehouse, goods display, retail store, wholesale store, market, hotel, laundry, dry cleaning, or other uses, involving the receipt or distribution by vehicles standing, loading, and unloading as follows:
   (b)   A twelve foot by thirty-five foot loading space with fourteen foot height clearance for every 20,000 square feet or fraction thereof in excess of 3,000 square feet of floor area or land used for above mentioned purposes. Provided, however, that in no case shall the required off- street loading space be part of the area used to satisfy the off-street parking requirements of this Zoning Ordinance. (Ord. 312. 1133.03 PARKING AREA IMPROVEMENT.

   Council is hereby authorized to prescribe minimum specifications for paving or surfacing of all land used for off-street parking, whether required by this Zoning Ordinance or otherwise and all driveways thereto. (Ord. 312. Passed 9-26-77.)
