The Administrative Officer is directed to issue a construction compliance certificate or an occupancy compliance certificate as required by this chapter for proposed construction, reconstruction, or alteration which complies with all provisions contained herein and to charge fees therefor as established by resolution of the Council. There shall be no fees charged to the United States of America, the State of Iowa, or any political subdivision thereof. All fees as are required shall be paid to the Administrative Officer, who shall keep a complete and accurate record of fees received and shall forthwith deposit them to the credit of the General Revenue Fund of the City. Any construction compliance certificate under which no construction work has been commenced within one year after the date of issue of said certificate or under which the proposed construction, reconstruction, or alteration has not been completed within that time period, shall expire by limitation; and no work or operation shall take place under such certificate after such expiration. A construction compliance certificate may be extended for a period not exceeding one year by the Administrative Officer and may not be renewed more than one time. The renewal fee shall be in the amount of the current fee.
