As used in this Chapter, words used in the present tense include the future tense; words in the singular include the plural and vice versa. The word "shall" is mandatory and the word "may" is permissive; the word "persons" includes an agency, association, firm, partnership or corporation as well as an individual, and terms not herein defined shall have the meanings customarily assigned thereto.
BUILDING OFFICIAL: An official authorized by Elko County, Nevada, to enforce the provisions of this Chapter.
BUILDINGS: Any structure having a roof and used or built for the shelter or enclosure of persons, animals, chattels or property of any kind, including, but not limited to carports, ramadas, awnings, but not including recreational vehicles.
(A) Principal Building: A building including a mobile home or group of buildings within which is conducted the principal use of the lot on which the building is located.
(B) Accessory Buildings: A subordinate building on the same lot with a principal building or use, the use of which is customarily incidental to the main building or use. When attached to the principal building, the accessory building shall be required to maintain the same yard setbacks as those of the principal building.
(C) Central Accessory Building: A structure housing toilet, lavatory and such other facilities as required or permitted by this Chapter.
CABANA: Any portable, demountable or permanent cabin, room, enclosure, or other building erected, constructed or placed on any mobile home lot or on any recreational vehicle space within six feet (6') of any recreational vehicle. (Ord. 1972-B, 2-9-72)
CARPORT: An accessory building having two (2) or more open sides, used by occupants of a mobile home park or recreational vehicle park. (Ord. 1976-N, 8-5-76)
LOT: A parcel of land separated from other parcels by description for purposes of lease, sale or separate use.
MOBILE HOME: A transportable, single-family dwelling unit suitable for year-round occupancy and containing similar plumbing, waste disposal and electrical conveniences as immobile housing.
(A) Dependent Mobile Home: A mobile home without toilet and/or bathing facilities.
(B) Independent Mobile Home: A mobile home having toilet and bathing facilities built in as a permanent part of the structure.
MOBILE HOME LOT: A portion of land within a mobile home park or mobile subdivision used or intended to be used for parking of one mobile home, including the land covered by the mobile home, required yards and parking area, and attached or detached accessory buildings and structures and open space.
MOBILE HOME PARK: An area, parcel or tract of land having as its principal use the rental, leasing or occupancy of space by two (2) or more mobile homes on a permanent or semi-permanent basis, including any accessory buildings, structures or uses customarily incidental thereto.
MOBILE HOME SPACE: A portion of land within a mobile home park designed for the parking of one mobile home including accessory buildings, parking areas, yards and open space.
PARKING SPACE: A fully accessible space for the parking of permitted vehicles; each space shall be a minimum of nine feet by twenty feet (9' x 20') containing an area of not less than one hundred eighty (180) square feet exclusive of driveways or aisles.
PLANNED SITE DESIGN: Method or design approach which shall be used in the development of mobile home parks and recreational vehicle parks.
RAMADA: Any roof, or shade structure, installed, erected or used above a mobile home, recreational vehicle, lot, space or portion thereof.
RECREATIONAL VEHICLE: Includes but is not limited to any of the following:
(A) Camping Trailer: A folding structure usually made of canvas, mounted on wheels and designed for travel, recreation and vacation use.
(B) Motor Home: A portable temporary dwelling to be used for travel, recreation and vacation, constructed as an integral part of a self-propelled vehicle.
(C) Pickup Coach: A structure designed to be mounted on a truck chassis for use as a temporary dwelling for travel, recreation and vacation.
(D) Travel Trailer: A vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreation and vacation uses.
RECREATIONAL VEHICLE PARK: A parcel or tract of land having as its principal use the transient rental of two (2) or more spaces for recreational vehicles including accessory buildings, structures or uses.
RECREATIONAL VEHICLE PARKING SPACE: The area within a recreational vehicle park utilized for vehicle parking, having a minimum width of ten feet (10') and a minimum length of twenty feet (20'), containing square feet exclusive of driveways or aisles.
RECREATIONAL VEHICLE SPACE: A lot or parcel of land within a recreational vehicle park containing a net minimum land area of one thousand two hundred (1,200) square feet for the transient parking of one recreational vehicle for the exclusive use of its occupants for transient dwelling purposes, including permitted accessory uses and structures.
SANITARY STATION: A facility used for removing and disposing of wastes from recreational vehicle holding tanks.
SETBACK: The minimum horizontal distance between a lot line and the nearest point of a building, structure or use including the distance between buildings, mobile homes, recreational vehicles and related uses.
SWIMMING POOL: Any constructed pool used for swimming, bathing or wading, whether below ground or above, regardless of depth or surface area.
TEMPORARY PARKING OF MOBILE HOME: Any specified length of time less than three (3) months.
TRANSIENT DWELLING PURPOSES: The continual rental or parking of a recreational vehicle space or spaces for the same vehicle to persons for a period not to exceed twenty eight (28) days. (Ord. 1972-B, 2-9-72)
UNFIT FOR HUMAN HABITATION OR OCCUPANCY: Any mobile home, vehicle park, structure or building and any facility which is dangerous or detrimental to human life or health through either lack of maintenance or repair generally or because of unsafe or improper construction, installation or inadequate sewerage facilities or as defined in the Uniform Building Code IV (Dangerous Building) latest addition.
