PARKING AND LOADING REGULATIONS

§ 14-1300 Parking Facilities.

A. 
Statement of Legislative Intent: In expansion of the Community Development Objectives contained in Article I of this Ordinance, off street parking facilities shall be provided to lessen congestion, to enhance safety, and to decrease the parking burden on and within public rights-of-way. The facilities required herein shall be available for the residents, occupants, patrons, or employees of the particular business or use for which such facilities are provided.
B. 
Required Facilities: Unless otherwise regulated in this Article or elsewhere in this Ordinance, any structure or building hereafter erected, converted, or enlarged for any of the following uses, and within the Low Density Residential (LR), the Moderate Density Residential (MR), the Highway Commercial (HC), and the Commercial Industrial (CI) Districts, shall be provided with not less than the minimum off-street parking spaces, as set forth below. Within the Village Core (VC) District, any structure or building hereafter erected, converted, or enlarged for any residential use shall be provided with not less than the minimum off-street parking spaces for such residential use. Off-street parking for nonresidential uses within the VC District shall not be required.
1. 
Academic Clinical Research Center: One (1) space for every two thousand (2,000) square feet of gross floor area.
2. 
Adaptive Re-Use of Industrial Structures: The total minimum parking spaces shall be the sum of the minimum parking spaces required for each individual use within an adaptive re-use of industrial structures project.
2.
Adult Entertainment Uses: One (1) space for every one hundred fifty (150) square feet of gross floor area.
3. 
Arts and Crafts Galleries and/or Studios: One (1) space for every five hundred (500) square feet of floor area.
4. 
Banks, without Drive-Through Service: One (1) space for every four hundred (400) square feet of floor area.
5. 
Bed and Breakfasts, Hotels, and Motels: One (1) space for every guest room, one (1) space for every employee on the busiest shift, and the required number of spaces to serve a restaurant if one exists on the premises.
6. 
Business Offices: One (1) space for every three hundred (300) square feet of floor area.
7. 
Car Washes: One (1) space for every car washing stall.
8. 
Child Care Facility: One (1) space for every one thousand (1,000) square feet of floor area, plus two (2) spaces for child drop-off and pick-up purposes. Where the child care facility is accessory to a separate nonresidential use, this parking standard shall be in addition to the parking standard applicable to the nonresidential use.
9. 
Churches: One (1) space for every three (3) patron seats.
10. 
Commercial Recreation Facilities, Health and Recreation Clubs: One (1) space for every one thousand (1,000) square feet of floor area.
11. 
Continuing Care Retirement Community: Parking shall be provided in accordance with the following schedule.
a. 
Independent Living Unit: One (1) space.
b. 
Assisted Living Unit: One (1) space for every two (2) units.
c. 
Nursing/Skilled Care Unit: One (1) space for every three (3) beds.
d. 
Common Facilities: The total minimum parking spaces for common facilities shall be the sum of the minimum parking spaces required for each individual common facility use as established in § 14-1300.B.
e. 
Guest parking: One (1) space for every five (5) living units. In addition, off-street parking for multifamily dwellings and nonresidential uses shall be provided in a common parking lot located to the rear of the use to which said parking is associated. Parking lots shall meet the design requirements of § 14-1300.D.
12. 
Convenience Stores: One (1) space for every three hundred (300) square feet of floor area.
13. 
Conversion Apartment: One (1) space for every one-bedroom unit. One and one-half (1.5) spaces for every two-bedroom unit. Two (2) spaces for any dwelling unit with three or more bedrooms.
14. 
Dance, Art, Music, Photography, Radio, or Television Studio: One (1) space for every five hundred (500) square feet of floor area.
15. 
Distribution Plants, Parcel Delivery, Medical Marijuana Delivery Vehicle Office, and Service Industries: One (1) space for every one thousand (1,000) square feet of gross floor area.
16. 
Drive-Through Restaurants and Drive-Through Banks: One (1) space for every one hundred (100) square feet of floor area.
17. 
Emergency Services Uses: One (1) space for every employee on the largest shift, plus one (1) visitor space for every five (5) employees on the largest shift.
18. 
Family Child Care: One (1) space for child drop-off and pick-up purposes in addition to that required by this Section for the residence.
19. 
Group Child Care: Two (2) spaces for child drop-off and pick-up purposes in addition to that required by this Section for the residence.
20. 
Group Homes/Halfway Houses: One (1) space for every employee and one (1) space for every two (2) residents.
21. 
Home Occupations: One (1) space for every three hundred (300) square feet of area in the residential unit devoted to the home occupation in addition to that required by this Section for the residence.
22. 
Homestay: One (1) space, in addition to that required by this Section for the residence.
23. 
Liquor Stores: One (1) space for every two hundred (200) square feet of gross floor area.
24. 
Manufacturing Uses, including Medical Marijuana Grower/Processor: One (1) space for each employee on the largest shift.
25. 
Mini- and Self-Storage Facilities: One (1) space for every four (4) storage units. Four (4) spaces for the manager's office if such office is located on the site.
26. 
Mixed-Use Building: The total minimum parking spaces shall be the sum of the minimum parking spaces required for each individual use within a mixed-use building.
27. 
Apartment Building(s): One (1) space for every one (1) bedroom unit. One and one-half (1.5) spaces for every two (2) bedroom unit. Two (2) spaces for any unit with three (3) or more bedrooms.
28. 
Municipal Building, and Other Federal, State, or Local Governmental Uses: One (1) space for every employee plus one (1) space for every five hundred (500) square feet of gross floor area.
29. 
Museums, Living History Exhibits, or Similar Uses: One (1) space for every one thousand (1,000) square feet.
30. 
Nurseries, Garden Materials Stores, Building Materials Storage, Lumber Yards, Contractor Supply Stores, and Heating, Ventilation, and Air Conditioning Sales: One (1) space for every five hundred (500) square feet of floor area.
31. 
Nursing Home/Retirement Community: One (1) space for every two (2) residents, plus one (1) space for each employee on the largest shift.
32. 
Personal Service Businesses: One (1) space for every employee and two (2) spaces for every work station.
33. 
Professional Offices: One (1) space for every employee and two (2) spaces for each professional.
34. 
Restaurants, without Drive-Through Service: One (1) space for every two hundred (200) square feet of floor area.
35. 
Service Station: One (1) space for every three hundred (300) square feet of vehicle service floor area.
36. 
Shopping Centers: One (1) space for every three hundred (300) square feet of floor area.
37. 
Single-Family Detached, Single-Family Attached, Single-Family Semi-Detached, and Two-Family Dwellings: Two (2) spaces for each dwelling unit.
38. 
Specialty Retail Shops, including Medical Marijuana Dispensary: One (1) space for every two hundred (200) square feet of gross floor area and one (1) space for every two (2) employees.
39. 
Townhouse and Townhouse Communities: One and one-half (1.5) spaces for each dwelling unit, unless otherwise specified in this Ordinance.
40. 
Vacation Rental: One (1) space for every guest room or suite, in addition to that required by this Section for the residence.
41. 
Vehicle Sales Businesses: One (1) space for every five hundred (500) square feet of vehicle display area.
42. 
Warehousing and Wholesaling Operations: One (1) space for every one and one-half (1.5) employees working during the largest shift.
C. 
Public Right-of-Way Excluded: In no case shall parking within public rights-of-way be used to calculate the required parking needed by any applicant for any use.
D. 
Design Standards: All off-street parking areas shall be designed to meet the following standards.
1. 
Where three (3) or more parking spaces are required under § 14-1300.B or elsewhere in this Ordinance, such parking spaces shall be considered a parking lot.
2. 
All off-street parking lots in excess of ten (10) parking spaces shall be paved so as to provide a durable and dust-free surface. Acceptable paving materials include concrete and asphalt. All entrance and exit drives shall be paved in accordance with PennDOT 408 specifications.
3. 
All off street parking lots shall be graded to provide for the adequate drainage of stormwater from the parking lot. The Borough Engineer shall be afforded the opportunity to review and comment on the grading plan for any parking lot.
4. 
Circulation control shall be designed to provide one-way directional travel whenever possible. No parking shall be provided or permitted along any circulation drives or along entrances or exit drives. Drives shall be uniform in width and provide for ninety degree (90°) intersections.
5. 
Customers and service traffic shall be separated. Loading and unloading areas shall be located so as not to interfere with customer or employee parking areas.
6. 
Where § 14-702.A.3 of this Ordinance regulates the landscaping of off street parking areas, the requirements of § 14-702.A.3 shall apply. Where the requirements of § 14-702.A.3 are not applicable, the following landscaping regulations shall apply.
a. 
A landscaping strip of no less than five (5) feet in width shall be provided along the edge of each parking lot.
b. 
Within each landscaping strip shall be planted a mixture of two (2) or more of the following types of vegetation: grass, shrubs, flowering plants, or trees. At least one (1) shrub, flowering plant, or tree shall be planted at intervals of no less than twenty (20) feet.
c. 
Suitable breaks in the landscaping strip shall be permitted for access drives to or from a public street.
d. 
Standards for Maintenance of Landscaped Areas.
(1) 
Within landscaped areas, grass shall be mowed and other vegetation shall be trimmed and/or pruned at regular intervals.
(2) 
The applicant shall, within any landscaped area, replace any tree which dies with another tree of the same or similar species within one (1) month of the death of the original tree.
(3) 
Any garbage or other waste and/or refuse which accumulates within any landscaped area shall be promptly removed and disposed of.
7. 
All parking lots shall be provided with wheel or bumper guards, located and arranged such that no part of any parked vehicle will extend beyond the boundaries of the parking lot.
8. 
Each parking space shall not be less than ten (10) feet wide by twenty (20) feet long.
9. 
All spaces shall be delineated with a durable delineation material. The delineation material shall be maintained so that all parking spaces are clearly marked.

§ 14-1301 Off-Street Loading Requirements.

A. 
Statement of Legislative Intent: In expansion of the Community Development Objectives contained in Article I of this Ordinance, off-street loading facilities shall be provided to lessen congestion, to enhance safety, and to decrease the burden on and within public rights-of-way for loading/unloading purposes. The facilities required herein shall be available for the use for which such facilities are provided.
B. 
Required Facilities: Unless otherwise regulated in this Article or elsewhere in this Ordinance, any structure or building hereafter erected, converted, or enlarged for any of the following uses, and within the Low Density Residential (LR), the Moderate Density Residential (MR), the Highway Commercial (HC), and the Commercial Industrial (CI) Districts, shall be provided with not less than the minimum off-street loading spaces, as set forth below. Off-street loading for uses within the VC District shall not be required.
1. 
Off-street loading and unloading space(s), with proper and safe access from street or alley, shall be provided on each lot where it is deemed that such facilities are necessary to adequately serve the uses within the district. Each loading and unloading space shall meet the following requirements.
a. 
Each loading space shall be at least fourteen (14) feet wide, sixty (60) feet long, and shall have at least fifteen (15) feet of vertical clearance.
b. 
Each loading space shall have a sixty (60) foot maneuvering area.
c. 
Each loading space shall have a paved surface to provide safe and convenient access during all seasons.
d. 
No loading space shall be constructed within any front yard.
2. 
Required off street parking spaces (including access drives and aisles), shall not be used for loading and unloading purposes except during hours when business operations are suspended.
3. 
Loading and unloading facilities shall be designed so that trucks need not back into or out of, or park in, any public right-of-way.
4. 
No truck shall be allowed to stand in a right-of-way, an automobile parking area (including access drives and aisles), or in any way block the effective flow of persons or vehicles into, out of, or within the property.
5. 
At least one (1) loading space shall be provided for all commercial and industrial operations in excess of three thousand five hundred (3,500) square feet of floor area. The number of loading and unloading spaces shall be left to the discretion of the developer, provided that the minimum standards of this Section shall be maintained.
