CHAPTER 17

STREET NAMING AND ADDRESSING

10-17-1: PURPOSE:

The city council finds and declares that in order to further implement portions of the city of Fruitland comprehensive plan and to supplement the zoning and subdivision ordinances it is necessary to regulate street names and addressing to provide residents of the city of Fruitland with a uniform and standardized system of road naming and addressing; to minimize future road name and addressing conflicts; provide a database for city records and enhanced 911 service and to expedite property identification services. 10-17-2: APPLICABILITY:

This chapter shall apply to all property not currently addressed, fronting on public and private streets, within the incorporated limits of the city of Fruitland and to all property hereafter annexed. (Ord. 598, 4-13-2015)

10-17-3: DEFINITIONS:

Unless a provision explicitly states otherwise, the following terms and phrases as used in this chapter, shall have the meanings hereinafter designated:
ADDRESS: The street number designation given to the property.
ADDRESS GRID: A system of addressing based upon the point of origin from the intersection of First Street and Pennsylvania Avenue.
PRIVATE STREET: Any roadway not maintained by the city of Fruitland and designated by a blue street name sign with white letters.
PUBLIC STREET: Any roadway that is maintained by the city of Fruitland and is designated by a green street name sign with white letters. (Ord. 598, 4-13-2015)

10-17-4: DESIGNATIONS:

Designations of streets within the incorporated boundaries of the city of Fruitland shall be in accordance with the following guidelines, except in the case of existing and recorded street designations:
   A.   "Street" shall designate streets that have a definite east-west directional course.
   B.   "Avenue" shall designate a street that runs generally north and south.
   C.   "Lane" shall designate a private street. (Ord. 598, 4-13-2015)

10-17-5: STREET NAMING:

Any new street to be established within the city of Fruitland, public or private, or any existing unnamed street, public or private shall require a street name approved by the Fruitland zoning administrator. In the event a previously named city street needs to be renamed, the city council shall give final approval to a new name upon recommendation of the new name by the zoning administrator. In selecting new street names, consideration shall be given to the following:
   A.   There shall be no duplication of existing names.
   B.   Names of similar pronunciation and/or spelling shall be prohibited (i.e., Brian Street, Bryan Street).
   C.   Variations of the same name with a different street designation shall be prohibited (i.e., Maple Street, Maple Avenue).
   D.   No street name shall consist of more than two (2) words or contain more than fourteen (14) letters.
   E.   No new street shall have more than one name.
   F.   A new street that has less than a one hundred twenty five foot (125') centerline alignment offset from an existing street shall continue with the same street name. A new street that has more than a one hundred twenty five foot (125') centerline alignment offset from an existing street shall have a new name.
   G.   In the case of newly approved subdivision plats, approved street names shall be specified on the final map at the time of final plat approval by the planning and zoning commission.
   H.   If a street accesses three (3) or more properties, it shall be assigned a street name and the parcels shall be addressed in accordance with this chapter. (Ord. 598, 4-13-2015; amd. Ord. 682, 5-10-2021)

10-17-6: STREET NAME SIGNS:

Street identification signs shall be placed so that they are clearly visible at intersections. All primary letters, numbers and symbols shall be a minimum of four inches (4") in height, and shall be reflectorized and contrasting with the background color. Private street signs shall be designated with white letters on a blue background and public street signs shall be designated with white letters on a green background, as noted in section 10-17-3 of this chapter. All sign installations shall be constructed and installed in accordance with the requirements established by the city of Fruitland.
   A.   Property owners and homeowners' associations shall be responsible for placing and maintaining private street signs in accordance with this chapter.
   B.   After the initial installation has been made by the property owners and the installation has been accepted by the public works supervisor, the city of Fruitland shall be responsible for maintaining public street signs within the incorporated limits of the city. 10-17-7: STREET ADDRESSING:

Addressing along city of Fruitland streets shall be based on the “address grid” as defined in section 10-17-3 of this chapter with Pennsylvania Avenue being the baseline for starting the numbering for all streets running east and west and First Street being the baseline for all streets running north and south. The even numbers shall appear on the south and east sides of all streets and the odd numbers shall appear on the north and west sides. Numbering shall be prefixed by the proper hundred figure to designate its distance in blocks from the baselines, beginning with one hundred (100) in blocks adjoining the baselines. Address numbers will run consecutively to the north, south, east and west from the point of beginning and all addresses shall be defined with a directional letter (N, S, E, W, NW, NE, SW, SE) preceding the street name, pursuant to the address grid. Addressing shall conform to the following guidelines:
   A.   A commercial or multi-family structure with one main entrance shall be assigned one number with the owner of the structure responsible for the individual numbering of each unit.
   B.   If a building has separate entrances, each serving a separate occupant, then each entrance shall be assigned an address. In the situation where multiple floors exist within the same building, each floor shall be numbered, with one hundred (100) denoting the ground floor and subsequent floors being numbered consecutively (200, 300, 400, etc.).
   C.   Manufactured homes located in manufactured home parks shall have individual space numbers. The manufactured homes in the manufactured home park shall be numbered in accordance with the city address grid system in the same manner as residential structures. (Ord. 598, 4-13-2015; amd. 10-17-8: PHYSICAL ADDRESS:

Addressing numbers within the city shall conform to the following guidelines: The numbers shall be figures not less than four inches (4") high, placed in a conspicuous position on each building and plainly legible from the center of the street or avenue upon which such building has its principal entrance. If a structure is more than seventy five feet (75') from the street, located along arterial streets, or otherwise not clearly visible from the street, its address shall be posted at the intersection of its driveway and the adjoining street right of way on a sign no less than four feet (4') nor more than six feet (6') above the surface of the ground on a substantial maintained support structure with the numbers being figures not less than six inches (6") high. The view of the address from the street must be clear, unobstructed and maintained. (Ord. 598, 4-13-2015; amd. Ord. 682, 5-10-2021)

10-17-9: ADMINISTRATIVE PROCESS:

In the event any person feels the zoning administrator is in error in assigning an address, that person may appeal the decision to the city council. The zoning administrator shall have the discretion at any time to refer any disputed or duplicated road name, addressing issues or controversial road name changes to the city council for approval or resolution.
