Nothing in this chapter shall prohibit the provision of essential services, provided that the installation of such service does not violate any other applicable provision of this chapter. Nothing in this section shall be construed to permit the erection, construction or enlargement of any aboveground structure except utility poles and wires, except as otherwise permitted in this chapter.

Nothing in this chapter shall prevent the use of a travel trailer, a mobile home or other similar structure in any district as a temporary construction field office for a period not to exceed the period of construction, or in other situations not to exceed a period of one year; provided, however, that such structure is not used for overnight sleeping accommodations and adequate arrangements for sanitary facilities are made; and provided, further, that the temporary field office has been certified as such and as conforming to this chapter by the Code Enforcement Officer.
