SECTION X

- Administration.

1.

Administrative Official. The provisions of this chapter shall be administered and enforced by a Zoning Administrator, as designated by the City Council.

The Zoning Administrator or any duly authorized person shall have the right to enter upon any premises at any reasonable time for the purpose of making inspections of buildings or premises necessary to carry out his duties in the enforcement of this chapter.

Whenever any construction work is being done contrary to the provisions of this chapter, the Zoning Administrator may order the work stopped by notice in writing served on the owner or contractor doing or causing such work to be done, and any such persons shall forthwith stop such work until authorized by the Zoning Administrator to proceed with the work.

2.

Planning and Zoning Commission.

a.

The Planning and Zoning Commission is established with authority to prepare and update the Comprehensive Plan for the orderly growth of the community, and to provide implementation of the Comprehensive Plan through zoning, subdivision control, and other related techniques.

b.

The duly appointed Planning and Zoning Commission of the City shall have the following authority and responsibilities under the provisions of this chapter:

1)

The Planning and Zoning Commission shall consider and may grant or deny approval of any site plan required by this chapter, as provided in Section IX, Site Plan Approval.

2)

The Planning and Zoning Commission shall hold a public hearing and make a recommendation to the City Council, prior to any consideration by the City Council, on any of the following:

i.

Any change or amendment to any of the provisions or regulations contained in this chapter.

ii.

Any change or amendment to the zoning districts map, or any change in any zoning district boundary.

iii.

Any request for Specific Use Permit.

iv.

Any request for a Planned Development (PD).

3)

The Planning and Zoning Commission shall, either on its own initiative or by direction of the City Council or at the request of any person having a proprietary interest in any property, schedule and hold a public hearing on any proposed change or amendment to this chapter as provided herein.
