Whenever approval is sought for an access road or drive to a tract abutting another tract in an I-1 and I-2 Zone which is landlocked and has no access to a public road or highway, the Planning Board may require dedication of an extension of said proposed access road or driveway to the boundary line of said landlocked tract; provided, however, that the applicant shall incur no obligation to improve said dedicated right-of-way strip beyond the point of applicant's proposed use, but the owner of the landlocked tract may, upon constructing a street on said right-of-way in accordance with the requirements of Subsection
C(2)(c) of this section, be entitled to use the same for access to his or her otherwise landlocked parcel.
