Off-Street Parking and Loading
§ 185-77 Required off-street parking spaces.
In all zones, off-street parking shall be provided for all uses in accordance with the following schedule:

Note: Off-street parking requirements for a combination of uses shall be computed separately and then added together to compute the total number of required parking spaces. In all questionable or doubtful cases or for uses not enumerated, the Planning Board, in matters of site plan approval or subdivision, or Board of Adjustment, in matters relating to a use variance, shall determine the required number of spaces. |
§ 185-78 Location of parking.

Nonresidential.

(1)
No off-street parking area shall be located closer than 10 feet to the street line or five feet from any other property line.
(2)
Off-street parking facilities shall be provided on the same lot as the principal building or use or on other property or properties owned by the applicant in the same or other nonresidential zone, provided that all such property so used is within 600 feet, measured in a straight line from any entranceway to the principal building or use.
(3)
Overnight off-street parking of commercial vehicles in the business districts and in the R-C Zone shall be restricted to the side and rear yards.
§ 185-79 Design standards, nonresidential.
A.
Size of parking spaces. Each off-street parking space shall have a usable area of not less than 180 square feet, exclusive of access drives or aisles, and shall measure not less than nine feet in width and 18 feet in length and shall be usable shape and condition. Not more than 2 1/2 feet of any stall length may be provided in an overhang area, provided that curbing or wheel bumpers are provided. Parking spaces parallel to a curb shall be eight feet in width and 23 feet in length.
B.
Width of aisles in off-street parking areas. The width of all aisles providing direct access to individual parking stalls shall be in accordance with the requirements set forth below. Only one-way traffic shall be permitted in aisles serving parking spaces placed at an angle other than 90º.

C.

D.
All parking areas in nonresidential zones shall be lit to provide adequate illumination and minimize glare and light trespass. Parking lot lighting shall conform to the following illumination standards:

E.
Markings and access. Parking spaces, driveways and aisles shall be clearly marked with directional signs and double space markings. The Board may require certain areas be maintained for fire-fighting or other emergency purposes and these areas shall be appropriately designated.
F.
All parking areas shall provide for adequate ingress and egress and safe and convenient traffic circulation. Access drives and aisles shall be of sufficient width to permit safe access to parking spaces and safe traffic movement.
§ 185-80 Landscaping, paving and drainage for parking areas.
A.
Residential.
(1)
Unless otherwise required hereafter, parking areas and/or driveways shall be paved[1]or covered with shale, stone or like material to a minimum depth of two inches.

(2)
The grade of any driveway shall not exceed 15% at any point within the first 50 feet in length. The first eight feet of the driveway, measured from the street line, shall not exceed a grade of 8% and further, shall not exceed 8% in grade within 12 feet of the garage (if any).
(3)
The side slopes of driveways shall be topsoiled, seeded, fertilized and mulched to prevent erosion.
(4)
Driveways which slope toward any street or road at an average grade of more than 6% within 50 feet of the street line shall be paved[2] in accordance with the following specifications:

B.
Nonresidential.
(1)
Not less than 10% of the area of each parking area shall be suitably landscaped to minimize noise, glare and other nuisance characteristics as well as to enhance the aesthetics, environment and ecology of the site and surrounding area.
(2)
Off-street parking areas shall be effectively screened where required by the Board.
(3)
Parking areas, loading areas and driveways shall be surfaced in a manner to minimize surface water runoff. Curbing shall be required only where necessary to control surface water runoff or erosion.
§ 185-81 Off-street loading and unloading.
A.
At the time of site plan review, the need for off-street loading spaces shall be determined and their locations specified by the reviewing board in accordance with the reasonably anticipated needs for such facilities by the particular use.
B.
Loading and unloading areas may be used only for the parking of trucks and/or trailers used solely to service the facility where located.
C.
A sign stating that all truck engines shall be turned off upon parking shall be prominently posted in all loading and unloading areas.
§ 185-82 Waiver of parking and loading requirements.
If any applicant can clearly demonstrate to the Board or if the Board determines that because of the nature of the operation or use, the parking or loading requirements of this section are unnecessary or excessive, the Board shall have the power to approve a site plan showing less paved parking area than is required by this section; provided, however, that a landscaped area of sufficient size to meet the ordinance requirement shall be set aside and reserved for the purposes of meeting future off-street parking requirements in the event that a change of use or operation of the premises shall make such additional off-street parking spaces necessary.
