PUBLIC HEARING PROCEDURES

§ 154.085 ESTABLISHED.

Public hearing procedures are established in an effort to expedite, accelerate, and increase efficiency of meetings at which the public appears, and in an attempt to avoid unnecessary confusion, length, and dissention at such meetings. Hearings are open to all residents/property owners in the city and no resident/property owner shall be denied the right to comment, however, time limits may be set and residents/property owners are required to speak at the podium stating name and address. Questions or comments must pertain to the agenda item(s) posted only. Any written correspondence received pertaining to posted public hearing shall be read during the time designated for comments from residents/property owners by the City Secretary or his or her designee. Notice of public hearings shall be posted in accordance with the Texas Open Meetings Act (TOMA), Tex. Government Code, Ch. 511.

§ 154.086 JOINT PUBLIC HEARING - CITY COUNCIL AND COMMISSION.

Whenever the City Council and the Commission are required by the laws of the state to conduct public hearings in matters pertaining to planning, zoning, or subdividing property, and at other times when it is in the best interest of the city to do so, the City Council and the Commission are hereby authorized, after published notice as required by law, to hold joint meetings and to conduct joint public hearings.
