RESIDENCE DISTRICTS

§ 154.060 PURPOSE.

   The purpose of the residential zones is to provide for a variety of living conditions (densities) within the village to meet the full range of local housing needs. The R-1 Single-Family Residential District provides for families wishing to live on large lots. The R-2 Single-Family Residential District provides for medium-density single-family developments. The R-3 Single-Family Residential District provides for a high-density development for the location of smaller residential units and also for mobile home park development. The R-4 Multi-Family Residential District provides for single, two-family and multi-family developments. It provides for the conversion of single-family structures in the established portions of the village where older two-story homes predominate and provides new areas for multi-family development.

§ 154.061 R-1 SINGLE-FAMILY RESIDENCE DISTRICT.

   (A)   Permitted uses. The following uses are permitted:
      (1)   One-family detached dwellings and their accessory uses;
      (2)   Home occupations;
      (3)   Signs, as permitted or required in §§ 154.145 through 154.150;
      (4)   Temporary buildings for construction purposes for a period not to extend beyond the completion date of the construction; and
      (5)   Temporary real estate office in conjunction with a new housing development limited to the selling or renting of new units in the development and in no case to be in operation for more than one year following completion of construction of the housing development.
   (B)   Special uses. Special uses may be allowed as per §§ 154.160 through 154.166.
   (C)   Off-street automobile parking facilities. Automobile parking facilities shall be provided as required or permitted in §§ 154.125 through 154.132.
   (D)   Lot size.
      (1)   Every one-family detached dwelling hereafter erected shall be on a lot having an area of not less than 12,150 square feet, and a width at the established building line of not less than 90 feet.
      (2)   Minimum lot sizes for special use shall be prescribed and conditions stipulated at the time a special use permit is authorized, but in no case shall any such lot have an area of less than that stipulated above.
   (E)   Yard areas. No building or structure shall be erected or enlarged unless the following yards are provided and maintained in connection with the building, structure or enlargement.
      (1)   Front yard. A front yard of not less than 30 feet shall be provided. Where lots comprising 50% of the frontage on the same street and within the same block are developed with buildings having front yards with a variation of not more than ten feet in depth, the average of such front yards shall establish the minimum front yard depth for the entire frontage, but in no case shall a front yard of more than that stipulated above be required.
      (2)   Side yard. A side yard on each side of the zoning lot of not less than ten feet; except where a side yard adjoins a street the minimum width on the street side shall be that stipulated for front yards.
      (3)   Rear yard. A rear yard of not less than 40 feet.
   (F)   Lot coverage. Not more than 35% of the lot area may be occupied by buildings and structures, including accessory buildings.
   (G)   Maximum floor area ratio. The maximum floor area ratio shall be as follows:
      (1)   One-family detached dwellings - not applicable.
      (2)   Special uses - as specified at the time the special use permit is granted.

§ 154.062 R-2 SINGLE-FAMILY RESIDENCE DISTRICT.

   (A)   Permitted uses. Any use permitted in the R-1 District.
   (B)   Special uses. Special uses may be allowed as per §§ 154.160 through 154.166.
   (C)   Off-street automobile parking facilities. Automobile parking facilities shall be provided as required or permitted in §§ 154.125 through 154.132.
   (D)   Lot size.
      (1)   Every one-family detached dwelling hereafter erected shall be on a lot having an area of not less than 9,600 square feet and a width at the established building line of not less than 80 feet; and
      (2)   All nonresidential principal uses as permitted in this division shall be located on a tract of land having an area of not less than that stipulated above.
   (E)   Yard areas. No building or structure shall be erected or enlarged unless the following yards are provided and maintained in connection with the building, structure or enlargement.
      (1)   Front yard. A front yard of not less than 25 feet shall be provided. Where lots comprising 50% of the frontage on the same street and within the same block are developed with buildings having front yards with a variation of not more than ten feet in depth, the average of the front yards shall establish the minimum front yard depth for the entire frontage, but in no case shall a front yard of more than that stipulated above be required.
      (2)   Side yard. A side yard on each of the zoning lot of not less than eight feet, except where a side yard adjoins street, the minimum width on the street side shall be that stipulated for front yards.
      (3)   Rear yard. A rear yard of not less than 30 feet.
   (F)   Lot coverage. Not more than 35% of the lot area may be occupied by buildings and structures, including accessory buildings.
   (G)   Maximum floor area ratio. The maximum floor area ratio shall be as follows:
      (1)   One-family detached dwellings - not applicable.
      (2)   Special uses - as specified at the time the special use permit is granted.

§ 154.063 R-3 SINGLE-FAMILY RESIDENCE DISTRICT.

   (A)   Permitted uses. Any use permitted in the R-2 District.
   (B)   Special uses. Special uses may be allowed as per §§ 154.160 through 154.166.
   (C)   Off-street automobile parking facilities. Automobile parking facilities shall be provided as required or permitted in §§ 154.125 through 154.132.
   (D)   Lot size.
      (1)   Every one-family detached dwelling hereafter erected shall be on a lot having an area of not less than 7,350 square feet and a width at the established building line of not less than 70 feet;
      (2)   Minimum lot sizes for special uses shall be prescribed and conditions stipulated at the time a special use permit is authorized, but in no case shall any such lot have an area of less than that stipulated above.
   (E)   Yard areas. No building or structure shall be erected or enlarged unless the following yards are provided and maintained in connection with the building, structure or enlargement.
      (1)   Front yard. A front yard of not less than 20 feet shall be provided. Where lots comprising 50% of the frontage on the same street and within the same block are developed with buildings having front yards with a variation of not more than ten feet in depth, the average of such front yards shall establish the minimum front yard depth for the entire frontage, but in no case shall a front yard of more than that stipulated above be required.
      (2)   Side yard. A side yard on each side of the principal building of not less than six feet, except where a side yard adjoins a street the minimum width on the street side shall be that stipulated for front yards.
      (3)   Rear yard. A rear yard of not less than 30 feet.
   (F)   Lot coverage. Not more than 35% of the lot area may be occupied by buildings and structures including accessory buildings.
   (G)   Maximum floor area ratio. The maximum floor area ratio shall be as follows:
      (1)   One-family detached dwellings - not applicable.
      (2)   Special uses - as specified at the time the special use permit is granted.

§ 154.064 R-4 MULTI-FAMILY RESIDENCE DISTRICT.

   (A)   Permitted uses. The following uses are permitted:
      (1)   Any of the uses permitted in the R-3 District;
      (2)   Two-family dwellings; and
      (3)   Multiple-family dwellings, including apartments, row houses and the like.
   (B)   Special uses. Special uses may be allowed as per §§ 154.160 through 154.166.
   (C)   Off-street automobile parking facilities. Automobile parking facilities shall be provided as permitted or required in §§ 154.125 through 154.132.
   (D)   Lot area per dwelling.
      (1)   Every one-family detached dwelling hereafter erected shall be located on a lot having an area of not less than 7,350 square feet, and a width at the established building line of not less than 70 feet.
      (2)   Every building hereafter erected or altered or providing two or more dwelling units shall be located on a lot having an area of not less than 2,500 square feet and a width at the established building line of not less than 80 feet;
      (3)   Minimum lot sizes for special uses shall be prescribed and conditions stipulated at the time a special use permit is authorized, but in no case shall any such lot have an area of less than that stipulated above.
      (4)   Dwelling units must have the following minimum square feet per unit:
         (a)   One bedroom - 550;
         (b)   Two bedroom - 650; and
         (c)   Three bedroom - 775.
   (E)   Yard areas. No building or structure shall be erected or enlarged unless the following yards are provided and maintained in connection with the building, structure or enlargement.
      (1)   Front yard. A front yard of not less than 20 feet shall be provided.
      (2)   Side yards. On every zoning lot, side yards shall be provided as follows:
         (a)   For one-family detached dwellings, the same regulations shall apply as in the R-3 District; and
         (b)   For two-family and multiple-family dwelling units, the side yard on each side of each building shall be a minimum of six feet in width. On corner lots there shall be maintained a side yard of not less than 20 feet on the side adjacent to the street.
      (3)   Rear yard. There shall be a rear yard of not less than 30 feet.
   (F)   Maximum floor area ratio. The maximum floor area ratios shall be as follows:
      (1)   One-family detached dwellings - not applicable.
      (2)   Two-family and multiple-family dwellings - 0.325.
      (3)   Special uses - as specified at the time the special use permit is granted.
   (G)   Other requirements. The following requirements shall apply to two-family and multi-family developments.
      (1)   The recreation space ratio, defined as the minimum square footage of recreation space required for each square foot of floor area, is not less than .14;
      (2)   The open space ratio, defined as the minimum square footage of open space required for each square foot of floor area, is not less than 2.2; and
      (3)   The living space ratio, defined as the minimum square footage of nonvehicular outdoor space required for each square foot of floor area, is not less than 1.4.
