Overlay districts.
A.
Bed & Breakfast Overlay District (BBO). The Bed & Breakfast Overlay District is hereby established to provide locations for the establishment of such uses. Bed & breakfast facilities shall comply with the requirements of section 14-6-36 and all other requirements of this Code.
B.
Conservation Overlay District (CO). This district is intended to protect the integrity of environmentally sensitive areas including wetlands, surface waters, floodplains, and special wildlife and plant habitats. This is to be achieved by requiring the preparation and implementation of an acceptable conservation impact report in conjunction with any development proposal submitted for a use permitted in the underlying zoning district. This report will include an analysis of the property and techniques appropriate for protecting any important environmental characteristics of the property. This zone is intended for use in areas which have been assigned a Conservation (CONS) future land use designation by the comprehensive plan. See section 14-3-33 for conservation impact report requirements.
C.
Short-Term Rental Overlay District (STRO).
1.
This district is intended to identify areas where short-term rental developments and time-share dwelling developments may potentially be located.
2.
Short-term rental developments and time-share dwelling developments are only allowed in the Short-Term Rental Overlay (STRO) District if listed as a permitted or conditional use in Table 4-1 and section 15-4-8 planned unit development districts. No short-term rentals or time-share units shall be allowed unless they comply with the requirements of section 14-6-44 (Short-Term Rentals and Time-Share Units). It is not the intent of this district to deny the continued use of short-term rentals where previously approved. Legally existing short-term rentals and time-share dwellings are subject to the provisions of section 14-1-12 (Nonconforming Uses).

Short-term rentals and time-share dwellings within the STRO district must utilize a housing type (single family, duplex, and the like) authorized by the underlying district.
4.
Short-term rentals and time-share dwellings must satisfy the standards of the underlying district and other standards of this chapter which apply to the particular housing type involved or underlying zoning district. In addition, all short-term rentals and time-share dwellings requiring conditional use approval must comply with the provisions of sections 14-3-29.F (Conditional Uses - Review Criteria), 14-6-44 (Short-Term Rentals), and 14-6-44 (Time-Share Dwellings).
D.
Historic Preservation Overlay District (HPO).
1.
Intent. The Historic Preservation Overlay (HPO) District is intended to help ensure the protection, enhancement, and perpetuation of properties of historical merit and the areas in which they are located. The district is recognized as serving the public interests of the city and is more specifically intended to do the following:
a.
Protect, enhance, and perpetuate buildings, structures, improvements, landscape features, and archaeological resources of sites and areas which represent distinctive elements of the city's cultural, social, economic, political, scientific, religious, prehistoric, and architectural history.
b.
Foster civic pride in the accomplishments of the past by safeguarding the city's heritage as reflected in such sites and areas.
c.
Stabilize and improve property values of residential, non-residential, and mixed-use areas of the city through the protection, enhancement, and perpetuation of these sites and areas.
d.
Protect and enhance the city's attraction to visitors and the support and stimulus to the city's economy provided by the attraction to these historic sites and areas.
e.
Enrich the educational and cultural dimensions of the city's population by promoting the use of such historic sites and areas for the education, pleasure, and general welfare of the public.
f.
Maintain and enhance the special characteristics of the city's historic neighborhoods by helping to protect the historic character and social fabric of the areas and by furthering the compatibility of uses within them.
g.
Operate in conjunction with any zoning district.
