This ordinance shall be enacted for the purpose of promoting the health, safety, morals, and welfare of the community; lessening congestion in the streets; securing safety from fire; providing adequate transportation, water, sewage, schools, parks, and other public improvements and protecting scenic areas in accordance with a comprehensive plan.
