ARTICLE XI

Off-Street Parking Standards

§ 184-86 Intent.

It is the intent of this article to:

Set reasonable standards to assure sufficient parking capacity for the uses of land in the Township.

Provide flexibility in the implementation of these standards by permitting construction of a reduced number of parking spaces under appropriate conditions.

Prevent hazards to public safety caused by the intrusion of parking upon public rights-of-way.

§ 184-87 Required capacity.

Any building or structure erected, altered or used and any lot used or occupied for any of the following purposes shall be provided with the minimum number of parking spaces set forth below, together with adequate driveways and street access in compliance with the standards set forth in Chapter 155, Subdivision and Land Development. No parking shall be permitted on any lot except within an improved parking space. Where a use is not specifically listed below, the requirements of the most similar use shall be applied. Required parking spaces shall be kept available for parking and shall not be used for other purposes.

Hospital, nursing home, rehabilitation center or institutional home		1 per 2 beds, plus 1 per employee
Membership club (nonresidential)		1 per 6 members of total designed capacity, plus overflow parking (on lawn or field) for 100 cars. Restaurants or other public facilities shall be treated as separate uses for parking calculations.
Indoor recreation
	Bowling alley	5 per lane
	Court for racquet sports	2 per court
	Sports club/health spa, billiard room, etc.	1 per 250 square feet of gross floor area
Outdoor recreation
	Golf course	3 per hole, plus 1 per employee. Any area for restaurant, clubhouse, etc., shall be treated as a separate use for parking calculations.
	Ballfield or other outdoor court	1 per 4 persons of total designed capacity
Medical/dental office		7 per doctor and/or technician, plus 1 per additional employee
Retail store		1 per 250 square feet of gross floor area
Personal service shop		1 per 250 square feet of gross floor area devoted to customer service, plus 1 per employee
Shopping center or supermarket		1 per 250 square feet of gross floor area
Bank or financial institution
	Without drive-in	6 per teller window
	With drive-in	6 per inside teller window, plus 3 per self-service facility
Indoor theater		1 per 3 seats
Restaurant, bar or tavern, banquet hall, etc.		1 per 100 square feet of gross floor area
Vehicle sales		1 per 500 square feet of indoor gross floor area, plus 1 per 5,000 square feet of outside sales area, to be set aside for customer parking, and not used for display or storage³
Motor vehicle service/repair		3 per service bay
Gasoline service station		1 per 300 square feet of gross floor area or 3 per service bay, whichever is larger
Car wash
	Full-serve	10 stacking spaces per washing space, plus one per employee
	Self-serve	5 stacking spaces per washing space, plus 1 per employee
Undertaking or funeral establishment		1 per 4 seats or per 50 square feet of public floor area, whichever is larger
Job printing		1 per employee on largest shift, plus 1 per 250 square feet of public floor area
Hotel or motel		1 per room, plus 1 per 200 square feet of additional public floor area. Any restaurant, bar, etc., shall be treated as a separate use.
Office		1 per 300 square feet of gross floor area
Warehouse or storage		1 per 1,500 square feet of gross floor area or per employee on largest shift, whichever is larger
Industry or research and development		1 per 450 square feet of gross floor area or per employee on largest shift, whichever is larger
Newspaper publishing		1 per 450 square feet of gross floor area or per employee on largest shift, whichever is larger
Veterinarian, animal hospital or kennel		7 per doctor, plus 1 per additional employee
Logistics center		Number of spaces shall be determined by parking study prepared by the applicant/user and approved by the Township Traffic Engineer
Data center		Number of spaces shall be determined by parking study prepared by the applicant/user and approved by the Township Traffic Engineer

NOTES:
¹ If, in addition to required off-street parking spaces, on-street parking spaces equal to an average of 0.3 parking spaces per dwelling unit are not available in front of the dwellings, then additional parking spaces equal to 0.3 spaces per dwelling unit shall be provided in conveniently located nearby off-street parking area(s).
² All schools shall designate an area of level lawn or field for overflow parking for special events, which shall provide at least 100 parking spaces or one space per two students of total capacity, whichever is less. This area may be on an adjacent property, if written permission is secured from the property owner.
³ Parking areas for vehicles offered for sale are not required to meet minimum parking space and aisle width requirements, provided that there is sufficient width to allow access by fire trucks throughout the lot.

§ 184-88 Reserve parking.

Where the requirements of this chapter specify a larger number of parking spaces than the applicant anticipates a need for, the requirements of this chapter may be reduced only by the use of the reserve parking method, under the following requirements:

The total number of spaces required may be reduced up to 50% by the Board of Supervisors, upon the recommendation of the Township Planning Commission and Township Engineer.

The applicant shall provide evidence of reduced parking needs to the Township Planning Commission and Township Engineer for their review.

A sufficient area of the applicant's site shall be held in reserve as green space for construction of the remainder of the required spaces. All stormwater engineering shall be designed based on total parking requirements, including the reserve.

Parking capacity will be reevaluated by the Township Planning Commission and Township Engineer should any change occur in the use, ownership or size of buildings or number of employees. On the recommendation of the Planning Commission and Township Engineer, the Board of Supervisors may require the construction of the reserve parking spaces.

The applicant shall provide a financial guaranty to cover the costs of engineering and construction of the reserve parking spaces for a period of 18 months following the construction of the initial spaces.

§ 184-89 Shared parking.

The parking spaces required under § 184-87 above may be reduced by conditional use from the Limerick Township Board of Supervisors when two or more establishments share the same parking area, whether on the same lot or abutting lots, according to the following formula:

Calculate the minimum amount of parking required for each land use as if it were a separate use.

(2)

To determine peak parking requirements, multiply each amount by the corresponding percentage in Table 1 below for each of the five time periods.

(3)

Calculate the column total for each time period.

(4)

The column total with the highest value is the shared parking requirement.

When shared parking is used, sufficient area shall be set aside for the remainder of the required spaces, according to the requirements of § 184-87 above.
