- TITLE, PURPOSE AND INTENT
This Chapter shall be known, cited and referred to as the "Lombard Zoning Ordinance".
The Lombard Zoning Ordinance is adopted for the purpose of protecting and promoting the health, safety, comfort, convenience, and general welfare of the people. The fulfillment of this purpose is to be accomplished by seeking:
(A)
To zone all properties with a view to conserving the value of buildings and land and encouraging the most appropriate use of land throughout the village.
(B)
To protect residential, business, commercial and industrial areas from encroachment by incompatible uses and to ensure that land allocated to a class of uses shall not be usurped by other inappropriate uses.
(C)
To avoid the inappropriate development of lands and to provide for adequate drainage, curbing of erosion, and reduction of flood damage.
(D)
To establish reasonable and safe standards to which buildings and structures shall conform.
(E)
To establish adequate standards for the provision of light, air, safety, and open space.
(F)
To define the powers and duties of the administrative and enforcement officers and bodies.
(G)
To promote the recognition of aesthetics as a value and a standard throughout the village and to protect and enhance the environments.
(H)
To facilitate the provision of adequate transportation, and to provide public necessities such as water, sewers, streets, and parks.
(I)
To prevent the overcrowding of land, thereby ensuring proper living and working conditions, and the prevention of blight and slums.
(J)
To provide for the regulation of nonconforming land use and buildings, and the gradual elimination thereof.
(K)
To provide a more rational pattern of relationship between residential, business, commercial, and manufacturing uses for the mutual benefit of all residents.
(L)
To eliminate, isolate, or control the location of unavoidable nuisance producing uses.
(M)
To prevent such additions to, and alterations or remodeling of existing buildings or structures that would not comply with the restrictions and limitations required herein.
(N)
To promote the development of property in a manner which is compatible with the objectives enumerated herein, and in a manner which will benefit the Village of Lombard, its residents, and the municipal government.
(O)
To encourage a beneficial arrangement of structures, landscaping, streets, roads, or walkways on each zoning lot or within each development located within the village.
(P)
To designate penalties for any violation of the requirements of this ordinance and to provide a basis for appropriate enforcement.
The standards and requirements contained in this Chapter, and the district mapping reflected on the Lombard Zoning Map, are intended to further the implementation of the objectives of the official comprehensive plan, as well as protect all desirable existing structures and uses.
