Dimensions.

Grading and surfaces. All parking areas, including driveways, shall be graded, surfaced with asphalt or other suitable hard surface material and drained to the satisfaction of the Township Engineer to the extent necessary to prevent dust, erosion or excessive water flow across streets or adjoining property. All off-street parking spaces shall be marked in commercial areas so as to indicate their location.

Joint use. Two or more uses may provide for required parking in a common parking lot if the total space provided is not less than the sum of the spaces required for each use individually. However, the number of spaces required in a common parking facility may be reduced below this total only as a special exception under § 200-98 (Zoning Hearing Board) if it can be demonstrated to the Zoning Hearing Board that the hours or days of peak parking needed for the uses are so different that a lower total will provide adequately for all uses served by the facility.

Accessible parking spaces shall be provided pursuant to the Department of Justice's revised regulations for Titles II and III of the Americans with Disabilities Act of 1990 (ADA), called the 2010 ADA Standards for Accessible Design, as amended.

Except as noted below, where lots are located in the Historic Commercial (H-C) District and where the joint parking lot is within walking distance of each of the relevant uses, joint use, which allows two or more uses to provide for their individual required parking in a common parking lot, as defined in design standards, § 200-78E(3) herein, is permissible. Within the Historic District, parking areas may occupy a portion of the required yard areas, but may not occupy any area required for a buffer and may not be located closer than five feet to any property line.

Exception: Where two adjoining properties share a common parking area, then the requirement for a five-foot buffer does not apply.

Within the Historic District, required off-street parking spaces may be permitted off premises, providing that such parking is located within 500 feet of the principal use and there is a long-term lease provision generating the required parking. A current lease must be forwarded to the Township at the first of January of each year. Failure to provide such lease shall be a violation of this subsection subject to loss of the use of the building.

For residential uses. In residential districts, required off-street parking spaces may be located within the required front yard, provided that such spaces are paved with a hard surface material and no portion of each space so provided is within five feet of the right-of-way line or property line and no trucks or commercial vehicles are parked in such spaces.

For nonresidential uses in residential districts. Required off-street parking spaces shall be on the same lot or premises with the use served. Parking areas may occupy a portion of required yard areas but may not occupy any area required for a buffer and may not be located closer than 25 feet to any lot line, unless the buffer requires a setback greater than 25 feet in which case this setback shall apply.

The vehicle is parked on a lot and is not parked on a street or in a public right-of-way.

The vehicle is parked on an impervious surface.

The vehicle is located at least 10 feet from any lot line in an area of the lot which is unobtrusive to neighboring property owners.

In the case of a complaint, the Zoning Officer determines an appropriate location of the lot for parking the vehicle.

The parking lot design must designate sufficient space to meet the total parking requirement. The plan shall illustrate the layout for the total number of spaces.

Parking for developments built in phases may be constructed in phases where parking sufficient to serve each building constructed is provided. Seventy-five percent of the total required spaces shall be built with the completion of the project. An area adequate to accommodate the remaining 25% may be reserved as open space until needed. The reserved area shall not include any required buffers, setbacks or yard areas in which parking would not be permitted under this chapter. A landscape plan for the reserved area shall be provided.

The applicant shall establish a performance bond and an agreement shall be executed with the Township to construct the additional spaces if, in the opinion of the Board of Supervisors, the parking spaces are needed. This agreement shall apply to any future owners of the property but shall terminate after five years.

The reserved parking area cannot be used to meet the parking requirements for future expansions of the facility.

Dwelling, single-family detached: minimum of two spaces per dwelling unit on the lot.

All other residential uses, including mobile home park: 2.5 off-street parking spaces per dwelling unit.

Automobile body repair and/or paint shop: three off-street parking spaces for each service bay plus space for employee parking.

Bed-and-breakfast: one space for each guest room in addition to spaces required for the residence.

Boarding: one space for each boarder in addition to the spaces required for the residence.

Commercial communications tower: one off-street parking space for each employee employed at the site plus three additional spaces for visitor parking.

Commercial or trade school: one off-street parking space per faculty member and employee, plus one off-street parking space per two students.

Commercial recreational facility: one off-street parking space for each two persons of permitted maximum occupancy for indoor facilities and for anticipated occupancy of outdoor facilities.

Community center: one off-street parking space for each three seats provided for patron use.

Convenience store: one off-street parking space for every 100 square feet of gross floor area.

Crematorium: one off-street parking space for each employee.

Day-care center, group day-care facility, nursery school and kindergarten: one off-street parking space for each teacher, administrator and other employee, plus off-street spaces equal to one off-street parking space for every three pupils to be picked up or dropped off at the same starting time or dismissal time.

Emergency service: one off-street parking space for each on-duty member; where a community room is provided additional off-street parking space will be provided for each 100 square feet of gross floor area.

Financial service: one off-street parking space for each 100 square feet of gross area used or intended to be used for servicing customers.

Funeral home: one off-street parking space for each four seats provided for patron use, or at least one off-street parking space for each 50 square feet of gross floor area used in the operation of the establishment, whichever is greater.

General business, professional or government office: one off-street parking space for every 250 square feet of gross floor area.

Golf course: one off-street parking space per four people of total capacity, including accessory uses, plus one additional off-street parking space for each employee.

Health/fitness club: one off-street parking space for each two persons of permitted maximum occupancy for indoor facilities.

Home occupations, Class II and III: one space in addition to the spaces required for the residence; Class IV, minimum of three additional off-street spaces and maximum of six off-street spaces for dwelling and office combined.

Hospital: 1 1/2 off-street parking spaces for every one bed plus one off-street parking space for each staff doctor.

Hotel/motel: one off-street parking space for each rental room or suite, plus one additional off-street parking space for each employee.

Kennel: one off-street parking space per employee, plus one off-street parking space for each eight animals of capacity.

Library or museum: one off-street parking space per five seats or one seat per 250 square feet of gross floor area where no seats are provided.

Light manufacturing: one space per 500 square feet of floor area devoted to manufacturing or one space per employee, whichever requires the greater number of spaces.

Medical offices: one off-street parking space for every 150 square feet of gross floor area.

Nursery/horticulture/greenhouse: one space for every 100 square feet of retail sales area.

Nursing home; community treatment/rehabilitation facility: one off-street parking space for every three beds, plus one off-street parking space for each employee.

Place of worship, the greater of the following number of parking spaces: one off-street parking space for each three permanent seats which are contained in all areas of the building or buildings specifically designed for the gathering of 15 or more persons joined for religious services and/or social purposes, specifically excluding common areas, offices, hallways, kitchen storage areas, mechanical rooms and other areas which are accessory and otherwise incidental to the designated social and/or religious purpose; or, one off-street parking space for each 40 square feet of net floor area which is contained in all areas of the building or buildings specifically designed for the gathering of 15 or more persons joined for religious services and/or social purposes, specifically excluding common areas, offices, hallways, kitchen storage areas, mechanical rooms and other areas which are accessory and otherwise incidental to the designated social and/or religious purpose.

Public recreational facility: one off-street parking space for each three persons of total capacity.

Utility: two off-street parking spaces or one off-street parking space per employee, whichever requires the greatest number of off-street parking spaces.

Restaurant with drive-through service: one off-street parking space for each 50 square feet of net floor area or one off-street parking space for every four seats, whichever requires the greater number of off-street parking spaces.

Restaurant: one off-street parking space for each 50 square feet of net floor area or one off-street parking space for every four seats, whichever requires the greater number of off-street parking spaces.

Retail and personal service store: one off-street parking space for every 150 square feet of net retail floor space.

Retail store, large: one off-street parking space for every 150 square feet of sales area.

Retail sales of farm produce, accessory use: one off-street parking space for every 300 square feet of sales area; where the retail sales area is used during the growing season only, paving is not required.

Riding stables: one off-street parking space for every three persons present when such facilities are filled to capacity.

Salvage facility: one space per employee plus three additional spaces for visitor parking, clearly separated from areas for the storage of vehicles.

School, public or private.

Service station: one off-street parking space for every 300 square feet of gross floor area or two off-street parking spaces for each service bay, whichever is larger, plus one off-street parking space for each employee. Off-street parking spaces are not to be part of, nor interfere with, the accessway to the pumps.

Shopping center: one off-street parking space for every 150 square feet of gross floor area.

Vehicle sales: one off-street parking space for each 500 square feet of interior sales area plus six spaces for each repair service bay. Parking for customers and for service patrons shall be separated from display and storage spaces for vehicles offered for sale and shall be clearly designated and reserved for customer parking.

Veterinary hospital: one off-street parking space for every 150 square feet of gross floor area.

Wholesale/distribution, warehousing, research and development: one space per 500 square feet of gross floor area or one space per employee, whichever requires the greater number of spaces.
