All bylaws or parts of bylaws heretofore passed, inconsistent herewith, are hereby repealed.

The invalidity of any section or provision of this bylaw shall not invalidate any other section or provision hereof.

The effective date of the adoption of this bylaw or any amendment to this bylaw shall be the date on which the adoption or amendment was voted upon by the town meeting, if this bylaw or any amendments are subsequently approved by the attorney general and if this bylaw or any amendments to this bylaw are published in a town bulletin or pamphlet and posting has been made or publication in a newspaper has been completed in accordance with [the] M.G.L.
