It is the intent of this chapter that all questions of interpretation and enforcement shall be first presented to the Administrative Officer, and that such questions shall be presented to the board only on appeal from the decision of the Administrative Officer. 12-3-2: DUTIES:
The Administrative Officer shall enforce the provisions of this title and shall have the following powers and duties in connection therewith:
A. To interpret the terms and requirements of this title if the terms appear to be unclear or ambiguous.
B. Upon request or in the case of an administrative appeal, to provide a written justification for any interpretation.
C. To issue all permits and certificates required by this title.
D. To cause any building, structure, land, place or premises to be inspected and examined and to order in writing the abatement or remedying of any condition found to exist in violation of any provision of this title.

12-3-3: APPEALS:
The interpretations or decisions of the Administrative Officer may be appealed to the Zoning Board of Adjustment, according to chapter 5 of this title. (2017 Code)
