Enforcement
Section 405.510 Enforcement Officials.

It shall be the duty of the Zoning Commissioner and Zoning Board to administer and enforce the regulations herein.
Section 405.520 Building Permit Required.

It shall be unlawful to commence or proceed with the erection, construction, reconstruction, conversion, alteration, enlargement, extension, raising or moving of any building or structure, or of any portion thereof, without first having applied in writing to the City of Maysville for a building permit to do so and until a building permit has been granted therefor.
Section 405.530 Building Permit Not Issued To Anyone Indebted To City.

No building permit shall be issued to any person, or his agent, who is, at the time of said application, indebted to the City of Maysville.
Section 405.540 Application Requirements.

There shall be submitted with all applications for building permits two (2) copies of a layout or plot plan drawn to scale showing actual dimensions of the lot to be built upon, the exact size and location on the lot of the building and accessory buildings to be erected and such other information as may be necessary to determine and provide for the enforcement of this Chapter.
Section 405.550 Copy Of Plot Plan Returned When Approved.

One (1) copy of such layout or plot plan shall be returned when approved by the Zoning Board together with such permit to the applicant.
Section 405.560 Fees For Building Permits.

A.
Building Permit Fees.
1.
Minimum fee: twenty-five dollars ($25.00).
2.
Accessory building one hundred (100) square feet to three hundred (300) square feet: fifty dollars ($50.00).
3.
Accessory building over three hundred (300) square feet: one hundred dollars ($100.00).
4.
New home, single-family dwelling: one hundred fifty dollars ($150.00).
5.
Addition to an existing home: one hundred dollars ($100.00).
6.
New multiple-family dwelling: three hundred dollars ($300.00).
8.
Commercial building: four hundred dollars ($400.00).
9.
Addition to commercial building: two hundred dollars ($200.00).
10.
Fence: twenty-five dollars ($25.00).
12.
Deck (wood): thirty dollars ($30.00).
14.
Pool (includes required fencing): fifty dollars ($50.00).
15.
Demolition permit: forty-five dollars ($45.00).
B.
Permit fees are due upon completion of the application and must be paid prior to Zoning Board approval.
Section 405.570 Buildings In Flood-Prone Areas.

A.
Buildings And Other Facilities In Flood-Prone Areas.

The Zoning Commissioner shall review all building permit applications for new construction or substantial improvement to determine whether the proposed building sites will be reasonably safe from flooding. If a proposed building site is in a location that has a flood hazard, any proposed new construction or substantial improvement (including prefabricated and manufactured homes) must comply with the Flood Hazard Area Regulations of the Federal Emergency Management Agency (FEMA) before a permit can be issued;

The Planning and Zoning Commission shall review subdivision proposals and other proposed new developments to assure that a) all such proposals are consistent with the need to minimize flood damage, b) all public utilities and facilities, such as sewer, gas, electrical, and water systems, are located, elevated, and constructed to minimize or eliminate flood damage; and c) adequate drainage is provided so as to reduce exposure to flood hazards; and,
3.
The Zoning Commissioner shall require new or replacement water supply systems and/or sanitary sewage systems to be designed to minimize or eliminate infiltration of floodwaters into the systems and discharges systems to be located as to avoid impairment of them or contamination from them during flooding.
