Site Plan Review

Section 405.580 Purpose Of Site Plan Review.

The purpose of site plan review is to ensure that the design and layout of certain developments permitted will constitute suitable development and will not result in a detriment to the neighborhood or the environment.

Section 405.590 Applicability Of Site Plan Review; Exceptions.

A. 
Proposals for buildings built in all zoning classification units are subject to the provisions of this Section, except:
1. 
Agricultural buildings used only for farming purposes.
2. 
One- and two-family dwellings.
3. 
All principal and accessory buildings less than one hundred fifty (150) square feet in total land area.

Section 405.600 Site Plan Requirements.

A. 
An applicant for site plan review shall file a copy of an application form and four (4) site plans with the Zoning Board. Unless the Zoning Board waives this requirement, the site plan shall be prepared by a registered professional engineer or architect. The site plan shall include and be accompanied by the following items and information:
1. 
The site plan shall be dawn to a scale of one (1) inch is equal to fifty (50) feet or larger.
2. 
Date of preparation, North point, and scale.
3. 
Legal description and address of the property to be developed.
4. 
All existing and proposed buildings, proposed use, total floor area of each building.
5. 
Parking spaces, driveways, and driveway openings.
6. 
Existing and proposed contour elevations structures.
7. 
Existing and proposed utility lines and easements.
8. 
All required yard setbacks and building setbacks.
9. 
The applicant shall submit such material as may be required regarding design features to integrate the proposed development into the existing landscape, to enhance aesthetic assets, and to screen objectionable features from neighbors.
10. 
The applicant shall submit such material as may be required regarding the projected traffic flow patterns into and upon the site for both vehicles and pedestrians and an estimate of the projected number of motor vehicle trips to and from the site for an average day.

Section 405.610 Zoning Board Shall Refer Site Plan To Board Of Aldermen; When.

Upon review, Zoning Board shall refer the site plan to the Board of Alderman with recommendations relating thereto and showing the number of vote for and against its action.

Section 405.620 Board Of Aldermen's Recommendation.

Upon receipt of said report, the Board of Alderman may, on its motion, accept the recommendation of the Zoning Board, refer it back to said Board for further review/additional information, or, in the event of a written protest against such proposed development, proceed in the same manner as provided for zoning amendments in Article XIII, Amendments and Special Use Permits.
