Traffic, Loading, Access and Parking
§ 430-69 Purpose.
This article is established to promote the safe passage of pedestrian and vehicular traffic within the City's jurisdiction.
§ 430-70 Traffic visibility.

A.
No obstruction such as fences, structures, screening, bushes, tree branches, or embankments of any kind shall be erected, placed, maintained, or grown in any district between the heights of two feet and 10 feet above the curb level or its equivalent within the triangular space formed by two intersecting street or alley right-of-way lines located a minimum of 25 feet from the street intersection; provided, however, that, based on field conditions, the two feet may be increased and the 10 feet decreased by the Plan Commission. B.
This section shall not apply to electric, gas and communication lines installed and maintained under regulation of a government agency, but a permit shall be required if more than one pole is erected within the twenty-five-foot traffic visibility triangle at the intersection of two public roads or if more than three poles are erected within the twenty-five-foot traffic visibility triangle at the intersection of two arterial highways or an arterial highway and railway.
§ 430-71 Loading areas.
In all districts, adequate loading areas shall be provided so that all vehicles loading, maneuvering or unloading are completely off the public way and so that all vehicles need not back onto any public way.
§ 430-72 Driveways.

All driveways installed, altered, or changed, replaced or extended after the effective date of this chapter shall meet the following requirements:
A.
Islands between driveway openings shall be provided with a minimum of six feet between all driveways and three feet from all lot lines, except that in the case of side-by-side garages on a duplex no island is required.
B.
Openings for vehicular ingress and egress shall not exceed 24 feet at the right-of-way-line line and 30 feet at the roadway or curb except for single-family dwellings as follows in Subsection B(1) through (4) below, for two-family dwellings as follows in Subsection B(5) and (6) below, and for commercial properties that require traffic for large trucks as follows in Subsection B(7) below:

For a one-car garage, the maximum permitted width shall be 16 feet at the right-of-way line and 20 feet at the curb.
(2)
For a two-car garage, the maximum permitted width shall be 26 feet at the right-of-way line and 30 feet at the curb.
(3)
For a three-car garage, the maximum permitted width shall be 41 feet at the right-of-way line and 45 feet at the curb.
(4)
Single-family garages exceeding three cars shall require a variance from the Zoning Board of Appeals upon recommendation by the Plan Commission.

Side-by-side garages as part of a duplex may have a joint driveway width as follows:

For commercial properties that require traffic for large trucks, openings for vehicular ingress and egress may be wider than 24 feet at the right-of-way line and 30 feet at the roadway or curb to accommodate large truck turning movements.
C.
Vehicular entrances and exits to commercial establishments shall not be less than 200 feet from any pedestrian exit or entrance to a school, college, university, church, hospital, park, playground, library, public emergency shelters or other place of public assembly.
D.
Driveways shall be at least 10 feet wide for single-family and two-family dwellings and a minimum of 20 feet for all other driveways at the right-of-way line.
E.
No driveway shall be closer than 25 feet to a residential district lot line except when abutting properties are both zoned residential.
§ 430-73 Off-street parking requirements.
In all districts, except the B-1 Central Business District, there shall be provided at the time any building is erected, enlarged, extended, or altered off-street parking stalls for all vehicles as stipulated in Subsections A through H of this section. At the time of use change in any district off-street parking requirements shall be met.
A.
Adequate access shall be provided for each parking space.
B.
The size of each parking space shall not be less than 180 square feet exclusive of the space for ingress and egress.
C.
The location shall be on the same lot as the principal use or not over 400 feet from the principal use.
D.
Parking area shall be a minimum of eight feet from adjoining street right-of-way.
E.
All off-street parking areas shall be graded and surfaced to be dust free and properly drained per the requirements of § 430-75.

F.
Any parking areas for more than five vehicles shall have the aisles and spaces clearly marked.
G.
Curbs or barriers shall be installed so as to prevent the parked vehicles from extending over any lot lines.
§ 430-74 Parking stalls required.
In all districts, a minimum number of parking stalls is required for the uses designated below. In the case of structures or uses not mentioned, the provisions for a use which is similar shall apply. Combinations of uses shall provide the total of the number of stalls required for each individual use.

§ 430-75 Grading and surfacing of parking, loading and driveway areas.

A.
All off-street parking, driveways and loading areas, excluding driveways serving single- or two-family dwellings, shall be graded and surfaced so as to be dust free and properly drained. To be considered dust free, as a minimum, all driveways and parking and loading areas shall be surfaced with bituminous concrete at least three inches in thickness over a minimum thickness of four inches of compacted aggregate base material. If, in the opinion of the Building Inspector, expected traffic loading or soil conditions could require more pavement strength or the drainage being proposed will be inadequate, he may require the property owner to obtain the services of a Wisconsin licensed professional engineer in order to submit a pavement and drainage system design which will meet traffic and stormwater load demands.[1]
B.
Surfacing of driveways, parking lots and loading areas with paving brick, crushed granite or other suitable dust-free surfaces can be considered by the Zoning Board of Appeals as a variance under Article XIX of this chapter, provided that the design eliminates tracking of the surface material onto public rights-of-way. Detailed plans shall be submitted as required for any variance request.
C.
In sparsely developed areas or areas where dust is not problematic to neighboring properties, the Zoning Board of Appeals, through the variance process, may waive or modify the requirements in this section until such time that area development occurs or dust becomes a problem. The Building Inspector shall annually inspect unpaved parking lots, driveways and loading areas to determine if they remain acceptable and are not adversely affecting other properties.[2]
