CHAPTER 20

146 - "R" COMMERCIAL RESORT COMBINING DISTRICT

Sec. 20.146.005 - Intent.

This combining district is intended to be applied on historic resort parcels designated as registered historic landmarks, where it is desirable that the land use be a permitted use, but where the general commercial zone would be inappropriate. Registered historic landmarks are those sites registered by the State Historical Resources Commission as state landmarks or listed on the National Register of Historic Places by the United States Department of the Interior.

Sec. 20.146.010 - Permitted Uses.

In addition to the use types specified as permitted uses by the zoning district with which the "R" combining district is combined, the following use types shall also be permitted:

(A)

Residential use types (see Chapter 20.016):

Family residential—single-family.

(B)

Civic use types (see Chapter 20.020):

Essential services;

Fire and police services;

Lodge, fraternal and civic assembly;

Minor impact utilities.

(C)

Commercial use types (see Chapter 20.024):

Commercial recreation indoor sports and recreation;

Commercial recreation outdoor sports and recreation;

Eating and drinking establishments;

Food and beverage preparation without consumption;

Medical services, not including convalescent or senior care facilities;*

Personal services, not including convalescent or senior care facilities;*

Retail sales—general* (see Section 20.146.020);

Transient habitation—resort and recreational facilities.

Accessory uses as provided in Chapter 20.164.

Sec. 20.146.015 - Uses Subject to a Minor Use Permit.

In addition to the use types specified as uses subject to a minor use permit by the zoning district with which the "R" combining district is combined, the following use types shall also be permitted upon issuance of a minor use permit:

(A)

Residential use types (see Chapter 20.016):

Family residential—two-family;

Family residential—multifamily;

Family residential—dwelling groups.

Commercial use types (see Chapter 20.024):

Administrative and business offices*.

Sec. 20.146.017 - Uses Subject to a Major Use Permit.

In addition to the use types specified as uses subject to a major use permit by the zoning district with which the "R" combining district is combined, the following use types shall also be permitted upon issuance of a major use permit:

(A)

Civic use types (see Chapter 20.020):

Day care facilities/small schools;

Education facilities;

Major impact facilities;

Major impact services and utilities;

Group care.

(B)

Commercial use types (see Chapter 20.024):

Automotive and equipment—parking;

Retail sales—general;

Transient habitation—campground;

Transient habitation—lodging limited.

Sec. 20.146.020 - Special Limitations.

Use types marked with an asterisk shall be limited to uses determined to be resort-related by the Director of the Planning and Building Services Department. Asterisk uses cannot create or allow a primary use attracting non-resort patrons, such as retail sales, i.e., strip mall, convenience store, or other retail establishment.
