Loading, Parking, and Access

§ 250-38 Off-street loading area requirements.

A. 
Required. On every lot on which a business, trade, or industrial use exists, adequate loading space, in addition to the defined off-street parking area, shall be provided so that all vehicles loading, maneuvering, or unloading are completely off public streets and so that no vehicles will back onto public streets.
B. 
Area. Each such loading space shall be a minimum of 10 feet wide by 45 feet long and have a minimum height clearance of 14 feet.
C. 
Exceptions. The Plan Commission may grant special exceptions to off-street loading area requirements if consistent with the purpose of this chapter set forth in § 250-2.

§ 250-39 Off-street parking requirements.

A. 
Required. In all districts and in connection with every use, there shall be provided, at the time any use or building is erected, enlarged, extended, or increased, off-street parking in accordance with the following provisions. The Plan Commission may grant special exceptions to off-street parking requirements if consistent with the purpose of this chapter set forth in § 250-2.
(1) 
Adequate access to a public street shall be provided for each parking space, and driveways shall be as required by Article V.
(2) 
Each parking space shall be not less than nine feet wide and 180 square feet in area. Where parking for more than two automobiles is to be provided, the area and width specified does not include the space required for driveways.
(3) 
Required off-street parking shall be on the same lot as the use it serves or on a lot not more than 400 feet distant. No parking stall or driveway, except in the HD Historic Downtown District and residential districts, shall be closer than 25 feet to a residential district line or to the street line opposite a residential district.
(4) 
All off-street parking areas for more than five vehicles and all driveways shall be graded and surfaced to provide a durable and dust-free surface; shall be graded and drained to dispose of all surface water accumulated within the area; and shall be arranged and marked to provide for orderly and safe loading or unloading, parking, and storage of vehicles.
(5) 
Curbs or barriers shall be installed to prevent the parked vehicles from extending over any lot lines.
B. 
Number of parking stalls required.

1 space for each bed plus 1 for each employee
Retirement homes, orphanages, convents, monasteries
1 space for each 1,000 feet of primary floor area
Hospitals, sanatoriums, institutions, rest and nursing homes
1 space for each 3 beds plus 1 space for each 3 employees plus 1 space for each staff physician
Medical and dental clinics
1 space for each 100 square feet of waiting room
Churches, theaters, auditoriums, community centers, vocational and night schools, and other places of public assembly
1 space for each 3 seats
Colleges and secondary schools
1 space for each employee plus 1 space for each 5 students 16 years of age or more
Elementary schools
1 space for each employee plus 5 visitor spaces
Restaurants, bars, and similar places of entertainment
1 space for each 150 square feet of primary floor area, plus 1 space for each 2 employees
Manufacturing and processing plants (including meat and food processing), laboratories and warehouses
1 space for each 500 square feet of primary floor area
Financial institutions and business, government, and professional offices
1 space for each 200 square feet of primary floor area, plus 1 space for each 2 employees
Funeral Homes
20 spaces for each viewing room
Bowling alleys
5 spaces for each alley
Lodges and clubs
1 space for each 5 members
Motor vehicle repair and service garages
1 space for each regular employee plus 1 space and service garages for each 250 square feet of primary floor area used for repair work
Motor vehicle sales (new and used)
1 space for each 500 square feet of primary floor area and for each 300 square feet of outdoor display area on which motor vehicles are to be displayed. (This requirement does not include service garages – see above.)
Gas stations
3 spaces for each grease rack or similar facility plus 1 space for each attendant
Repair shops, retail and service stores
1 space for each 800 square feet of gross leasable area
Golf courses
7 spaces per hole
Barber and beauty shops
2 spaces plus 1/2 space per chair
Offices
1 space for each 300 square feet of primary floor area
Uses not listed
The provisions for a similar use shall apply
Combinations of any of the above uses
The sum of the number of stalls required for each individual use shall be provided

§ 250-40 Driveways.

All driveways installed, altered, changed, replaced, or extended shall meet the following requirements:
A. 
Islands between driveway openings shall be a minimum of six feet wide.
B. 
Driveways shall be placed a minimum of three feet from side or rear lot lines.
C. 
Driveways shall not exceed 24 feet.
D. 
Driveway openings shall not exceed the following:
(1) 
For all residential uses, 24 feet at the right-of-way line and 28 feet at the roadway.
(2) 
For all other uses, 30 feet at the right-of-way line and 35 feet at the roadway.
E. 
Vehicular entrances and exits to drive-in banks, motels, funeral homes, vehicular sales, service, washing, and repair stations, garages, or public parking lots shall not be less than 200 feet from any pedestrian entrance or exit to a school, college, university, church, hospital, park, playground, library, public emergency shelter, or other place of public assembly.

§ 250-41 Highway access.

A. 
Direct access. No direct public or private access shall be permitted within 125 feet of the existing or proposed intersection of the right-of-way lines of an arterial street and another arterial street.
B. 
Access barriers. Access barriers, such as curbing, fencing, ditching, landscaping, or other topographic barriers, shall be erected to prevent unauthorized vehicular access to the above specified streets or highways.
C. 
Temporary access. Temporary access to the above rights-of-way may be granted by the Village Board after review and recommendation by the highway agencies having jurisdiction. Such access permit shall be revocable, subject to any conditions required, and shall be issued for a period not to exceed 12 months.

§ 250-42 Parking of commercial vehicles and trailers.

A. 
Commercial vehicles and commercial trailers shall not be parked on any street, driveway, lot, parcel, or other public or private property in any residential district, except as permitted under Subsection B.
B. 
The prohibitions in Subsection A are subject to the following exceptions:
(1) 
A commercial vehicle or commercial trailer may be parked in a residential district when engaged in a business activity which requires its presence for a temporary time and for a specific purpose, such as lot mowing, product delivery, residential relocation, or construction.
(2) 
One commercial vehicle of less than 6,000 pounds net weight may be parked on a lot or parcel whose principal use is residential, provided the commercial vehicle is customarily used by a resident of the premises in his or her business, trade, or profession. This exception does not apply to commercial trailers of any weight or commercial vehicles over 6,000 pounds net weight.
(3) 
A commercial vehicle or commercial trailer may be parked in an enclosed garage on a lot or parcel whose principal use is residential, provided the commercial vehicle or trailer is customarily used by a resident of the premises in his or her business, trade, or profession.
