This chapter is enacted pursuant to the authority and power granted by Article 2 § 10 of the Municipal Home Rule Law of the State of New York and § 264 of the Town Law of the State of New York, to protect and promote public health, safety, morals, comfort, convenience, economy, aesthetics, general welfare and for the following specific purposes:
To ensure that new development is in conformance with the small town and rural character of the Town;
To conserve lands for agriculture and reduce conflicts between farm and nonfarm land uses;
To lessen congestion in the streets;
To secure safety from fire, flood, panic and other dangers;
To promote health and general welfare;
To provide adequate light and air;
To prevent overcrowding of land and preserve open spaces;
To avoid undue concentration of population;
To facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements;
To conserve the value of properties and buildings;
To encourage the most appropriate use of land throughout the Town as consistent with the Town of Minden Comprehensive Plan;
To protect the Town's natural resources and avoid the pollution of air and water;
To ensure the gradual elimination of nonconforming uses;
To preserve and protect lands and buildings that are historically significant.
