The procedures of Article X, Division 3 of Chapter 46, shall govern appeals by any aggrieved person of a final action of any city officer, employee, board, commission, or the city council that are claimed by an aggrieved person to be unlawful or an unconstitutional taking of property without compensation. To the fullest extent permitted by law, the review procedures of Article X, Division 3 of Chapter 46 shall be exhausted before any action may be filed in any court against the city or its officers, employees, boards, officials or commissions. Nothing herein shall be deemed to unlawfully limit any remedy that is required to be available as a matter of law.
