ANNEXATION
The purpose of this article is to guide the city in the implementation of its annexation policy. It is the policy of the city to consider lands for annexation that are contiguous to the city, further the intent of the comprehensive plan and promote compact urban development and infill.

This article shall only apply to lands that are to be considered for annexation into the city.

(a)
The applicant for lands to be considered for annexation into the city must provide to the city an analysis of the suitability of subject lands for urban development. The analysis provided to the city will be used as a guide in making a determination as to the appropriateness for annexation. The analysis may include the following, but the city may waive any or all of the criteria below at the discretion of the development administrator:
(1)
Fiscal impact analysis—adequate public facilities analysis (see section 54-664).
(2)
Natural resource analysis of the subject lands (See article VI of this chapter).
(b)
Annexation criteria checklist:
(1)
Are there appropriate land and water resources, fiscal abilities and service capacities to accommodate development?
(2)
Is there access to public schools, health care facilities, and central water and sewer systems?
(3)
Are natural resources identified, as required in article VI of this chapter?
