The purpose of the Planning Commission shall be to:
(A) To prepare, review, maintain, monitor and periodically update and recommend to the City Council a comprehensive plan, and such other plans as deemed appropriate, and conduct ongoing related research, data collection, mapping and analysis;
(B) To facilitate and coordinate citizen engagement and participation in the planning process;
(C) To develop and recommend policies, ordinances, development regulations, administrative procedures and other means for carrying out plans in a coordinated and efficient manner;
(D) To advise the City Council concerning the implementation of plans, including, but not limited to, review and comment on all zoning text and map amendments as required by G.S. § 160D-604. When conducting a review of proposed zoning text or map amendments pursuant to this ordinance, the Planning Board shall advise and comment on whether the proposed action is consistent with any comprehensive plan that has been adopted and any other officially adopted plan that is applicable;
(E) To exercise any functions in the administration and enforcement of various means for carrying out plans that the City Council may direct; and
(F) To perform any other related duties that the City Council may direct pursuant to G.S. § 160D-301.

§ 13.2 MEETINGS AND PROCEDURES.
The Planning Commission shall adopt and abide by rules of procedure which shall govern the meeting schedule, election of officers other than Chairperson, voting, quorums, attendance and general conduct of meetings. All meetings are open to the public. The rules of procedure will be adopted as an appendix to the Zoning Ordinance.

§ 13.3 TERMINATION FOR NON-ATTENDANCE; CHAIRPERSON.
The membership of any member of the Commission who is absent from four consecutive meetings, or whose percentage of attendance is less than 60% over a 12-month period shall automatically terminate, unless such absence is excused by the full Commission for good and sufficient cause. The City Council shall annually designate one of the Planning Commission members as Chairperson.
