INSPECTIONS

A.

Requirement. The excavation, construction, moving, demolition, or alteration of any building or structure shall be subject to the inspections required by the applicable building code, as adopted by the City. It shall be the duty of the permit holder or their agent to notify the Building Official that such work is ready for inspection. It shall be the duty of the person requesting any inspections required by this code to provide access to and means for inspection of such work.

B.

Inspectors. The Building Official shall appoint inspectors, and shall delegate powers and responsibilities to such inspectors as may be needed to perform the inspections required by the applicable building code adopted by the City. In order to be appointed, each inspector must have a current contract with the City for the provision of inspection services at a designated rate of pay, and must meet the following minimum qualifications:

Residential Inspector—Minimum Qualifications:

a.

Must currently be, or have been, a licensed contractor in the State of Alabama.

b.

Must have a minimum of five (5) years' experience in general, residential or commercial construction, in the State of Alabama.

2.

Electrical Inspector—Minimum Qualifications:

a.

Must meet all certification and licensing requirements of the applicable public utility.

b.

Must hold a current certification as an electrician from the State of Alabama.

3.

Commercial Inspector—Minimum Qualifications:

a.

Must be a licensed professional engineer in the State of Alabama.

The City Council may establish additional requirements for inspectors, and shall not be required to approve a contract with any inspector regardless of whether the inspector meets any requirements. Commercial inspectors may subcontract with additional inspectors, provided that each subcontracted inspector has a current contract for the provisions of inspection services with the City, and holds a current license recognized by the State of Alabama, if required for their respective trade.

For residential buildings or structures, the inspector shall be appointed after all inspection fees have been paid to the City by the applicant. For commercial buildings or structures, the inspector shall, within seven (7) days after being appointed, review the site plans and provide the Building Official with the cost of all necessary inspections for the building. The Building Official shall notify the permit applicant of the inspection costs, which must be paid in full to the City prior to issuance of a building permit. No residential or commercial buildings permits shall be issued until the applicant has paid all applicable inspection fees.

C.

Approval Required. Work shall not be done beyond the point indicated in each successive inspection without first obtaining the approval of the Building Official. The Building Official upon notification, shall have the requested inspections made and shall either indicate the portion of the construction that is satisfactory as completed, or shall notify the permit holder or an agent of the permit holder wherein the same fails to comply with this code. Any portions that do not comply shall be corrected and such portion shall not be covered or concealed until authorized by the Building Official.
