PLAN REQUIREMENTS
In order to be scheduled for a public hearing before the board of appeals for a variance or special permit or the planning board or city council for a special permit request, plans must be submitted in accordance with the plan requirements adopted by each entity.
Special permit granting authorities shall adopt regulations governing the requirements for the preparation and submittal of plans and related information. Said regulations shall not be adopted until a public hearing is held on the proposed regulations.
Any plans approved and/or amended by a permit granting authority or special permit granting authority shall be considered a part of the approval of the plan and shall be filed with the decision.
Applicants must submit the following to the inspector of buildings prior to obtaining a building permit.
1.
A scale drawing of the proposed sign. The drawing must indicate:
a)
The type of proposed sign (wall sign, hanging sign, etc.).
b)
Dimensions of the proposed sign, any designs and/or lettering.
2.
Material(s) the sign is to be constructed of.
3.
Scale drawing of the bracket, if any. This drawing should indicate dimensions, material and method of affixing it to the building and to the sign.
4.
Scale drawing of the building showing where the proposed sign is to be located. The drawing may be a simple one, but it must accurately indicate lineal frontage(s) and any other necessary dimensions.
5.
Notations should be made on any special design features or construction details.
Accurately drawn plans, showing the actual shape and dimensions of the lot to be built upon, the exact location and size of all buildings or structures already on the lot, the location of new buildings or structures to be constructed, together with the lines within which all buildings or structures are to be erected, the existing and intended use of each building or structure and such other information as may be necessary to provide for the execution and enforcement of this ordinance shall be submitted with all applications for a building permit. All such plans shall comply with all conditions, provisos, and design details (including as shown on any associated drawings or specifications) required through action by any city official, board, commission, or department pursuant to this zoning ordinance, or chapters 5, 12 or 16 of the Newburyport Code, and applicable to a lot where work proposed under such permit is to occur. It shall be the duty of the applicant to update all such plans accordingly before final permit approval.
