ARTICLE I

General Provisions

§ 375-1 Short title.

The official title of this chapter is the "Oakdale Borough Zoning Ordinance."

§ 375-2 Effective date.

This chapter shall take effect April 5, 1965.

§ 375-3 Compliance.

No structure shall be located, erected, constructed, reconstructed, moved, altered, converted or enlarged; nor shall any structure or land be used or be designed to be used, except in full compliance with all the provisions of this chapter and after the lawful issuance of all permits and certificates required by this chapter.

§ 375-4 Purpose and intent.

A. 
The Borough, by reason of its location and history, is ideally suited to provide a pleasant living environment, with convenient access for its residents to public, institutional, commercial and recreational facilities, in the midst of a surrounding rural environment. These objectives are made possible by the relatively compact development of the Borough and its geographical situation in open countryside.
B. 
As a place to reside, the Borough has been, and should continue to be, more than merely a base for dwelling structures. The Borough is, and should be, above all, a community which provides social amenities as well as physical and environmental benefits. The residential neighborhoods of the Borough should be preserved against deterioration, in view of the age of many existing structures in the community.
C. 
It is recognized that the Borough must supply its own center for institutional and commercial services for its residents, since the Borough is not immediately adjacent to any other developed municipalities. In providing its own marketplace for needed services and goods, the Borough should be concerned with the development and redevelopment of its institutional, community and commercial facilities in a compact and unified manner. Commercial and industrial sprawl is to be avoided in order to protect residential neighborhoods.
D. 
Although the land area of the Borough is limited, continued high quality of industrial activity is to be desired. The Borough facilities for industrial development and redevelopment should be carefully considered in all zoning and planning decisions.
E. 
Because of the importance of the Borough as a social community, planning for the Borough must consider citizens of all ages. The physical design of the Borough should be intended to meet the needs of children and youth, with provision of educational and recreational facilities, and also to serve all other age groups of citizens, including, particularly, senior citizens and retired persons who have chosen to live or continue living in the Borough.
