801.1 The city council of the City of Oelwein, may after a public hearing of which at least seven days prior notice has been given in an official newspaper, amend, supplement, change, modify or repeal the boundaries or regulations herein or subsequently established, after submitted same to the city planning commission for its recommendations and report. The city planning commission shall be allowed 30 days to review the proposed change, and deemed to have approved the proposed amendment.

801.2 The initial fee for filing an application for an amendment or change shall be $5.00 for the submission thereof to the Oelwein Planning Commission. The total fee shall include the initial resolution referring such application to the planning commission. Any further expense in connection with such amendment or change, including setting the matter for public hearing, publication of notice, attorney fees, preparation of transcript, if any, recording fees, drafting ordinance, and related matters shall be borne by the applicant.
