CHAPTER 17

20 - OFF-STREET PARKING

17.20.010 - Number of parking spaces specified according to type of use.

At the time of erection of a new structure or at the time of enlargement or change in use of an existing structure within any district, off-street parking spaces shall be as provided in this section unless greater requirements are otherwise established. If parking space has been provided in connection with an existing use or is added to an existing use, the parking space shall not be eliminated if elimination would result in less space than is required by this section. Where square feet are specified, the area measured shall be the net floor area.

A. Residential Uses
1. Single-family dwellings 2 spaces per dwelling unit
2. Multifamily dwellings containing two or more dwelling units 2 spaces per dwelling unit
3. Housing restricted to aged, disabled, etc. ½ space per unit
B. Institutions
1. Extended care facility 1 space per 2 beds
2. Hospital 1 space per 3 beds
C. Places of Public Assembly
1. Church 1 space per 4 seats
2. School 1 space per classroom, plus 1 space per administrative employee, plus 1 space per 6 potential students
3. Vocational or commercial school classroom 1 space per 4 seats in
4. Auditoriums 1 space per 4 seats
D. Commercial
1. Hotel 1 space per 2 guest rooms
2. Motel 1 space per guest room or suite plus 1 additional space for owner or manager
3. Club Spaces to meet the combined requirements of the uses being conducted such as hotel, restaurant, auditorium, etc.
4. Stadium; arena; theatre 1 space per 4 seats
5. Retail store 1-½ spaces per 300 square feet of floor space
6. Service or repair shop; retail store handling feet of floor space exclusively bulky merchandise such as automobiles and furniture 1 space per 300 square
7. Offices 1 space per 300 square feet of floor area plus 1 space per 2 employees
8. Medical and dental clinic 1 space per 200 square feet of floor area plus 1 space per 2 employees
9. Eating or drinking establishment 1 space per 100 square feet of floor area
10. Mortuaries 1 space per 4 seats
E. Industrial
1. Storage warehouse manufacturing establishment; air, rail or trucking freight terminal 1 space per employee
2. Wholesale establishment 1 space per employee plus 1 space per 700 square feet of patron serving area

17.20.020 - General provisions for off-street parking and loading.

A.

The provision and maintenance of off-street parking and loading spaces is a continuing obligation of the property owner. No building or other permit shall be issued until plans are presented that show property that is and will remain available for exclusive use as off-street parking and loading space.

B.

Requirements for types of buildings and uses not specifically listed herein shall be determined by the planning commission, based upon the requirements of comparable uses listed.

C.

In the event several uses occupy a single structure or parcel of land, the total requirements for off-street parking shall be the sum of the requirements of the several uses computed separately.

D.

Owners of two or more uses, structures or parcels of land may agree to utilize jointly the same parking and loading spaces when the hours of operation do not overlap, provided that satisfactory legal evidence is presented to the building inspector in the form of deeds, leases or contracts to establish the joint use.

E.

Required parking spaces shall be available for the parking of operable passenger automobiles of residents, customers, patrons and employees only, and shall not be used for storage of vehicles or materials or for the parking of trucks used in conducting the business or use.
