ARTICLE V

Zoning Performance Standards

Section 405.250 Purpose of Zoning Performance Standards.

A. 
Zoning performance standards increase the viability of commercial, residential and industrial enterprises. Regulating growth through proper zoning also improves the quality of life and sense of well-being in a community. Performance standards shall apply to any land use or development listed as permitted or special use in the regulations of the Planned Business District, the "I-1" Light Industrial District, the "I-2" Heavy Industrial District and the Planned Industrial District.
B. 
Performance Standards.
1. 
Vibration. Maximum ground vibrations on a given lot shall not exceed measurements shown in the table below.
2. 
Noise. No use or operation shall exceed the maximum decibel levels designated for the octave band as set forth in the following table:

3. 
Odor, smoke, toxic gases and emission of particulate matter. No use shall violate the St. Louis metropolitan area emissions standards for odor, smoke, toxic gases, dirt, dust, fly ash or other particulate matter.
4. 
Radiation. Every use shall be operated so that radioactive emissions do not exceed standards established by the Nuclear Regulatory Commission.
5. 
Glare and heat. Any operation producing intense glare or heat shall be conducted in an enclosure and shall be imperceptible along any lot line without instruments.
6. 
Any addition, modification or change in any regulations or code referred to in the zoning performance standards shall become a part of these regulations.
