C-1 PRIMARY

BUSINESS DISTRICT

§ 154.150 C-1 PRIMARY BUSINESS DISTRICT.

   The Primary Business District exists to identify the central area of non-industrial commercial activity in the city, encourage development in this district, and accommodate the expansion of existing business, and meet the needs of customers.

§ 154.151 C-1 PRIMARY BUSINESS DISTRICT BUILDINGS.

   Lots in the Primary Business District shall only contain buildings whose primary use is the conduct of permitted and approved conditional uses. Accessory buildings may only be used to support the commercial activities of the primary buildings. Primary business buildings shall only be permanent site-built structures. Temporary structures, including but not limited to office trailers, mobile homes and modular homes, shall not be permissible as permanent business structures. Construction trailers are permissible only for the temporary purpose of facilitating active, ongoing construction and as regulated by § 154.042.

§ 154.152 C-1 PRIMARY BUSINESS DISTRICT PERMITTED USES.

   Retail, wholesale, and professional and affiliated services including the following:
   (A)   Accounting offices.
   (B)   Antique shops.
   (C)   Appliance stores.
   (D)   Art and craft galleries.
   (E)   Auto and truck sales.
   (F)   Bakeries.
   (G)   Banks.
   (H)   Barber shops.
   (I)   Beauty shops.
   (J)   Bookkeeping offices.
   (K)   Bookstores.
   (L)   Catering.
   (M)   Clothing stores.
   (N)   Construction companies (excluding storage of equipment).
   (O)   Dental offices.
   (P)   Electronics sales and repair stores.
   (Q)   Exterminators.
   (R)   Financial services.
   (S)   Florist.
   (T)   Footwear stores.
   (U)   Funeral homes.
   (V)   Furniture and interior decorations stores.
   (W)   Groceries stores.
   (X)   Government buildings (excluding schools).
   (Y)   Hardware stores.

§ 154.153 C-1 PRIMARY BUSINESS DISTRICT SPECIAL USES.

   (A)   Clubs.
   (B)   Lodges.
   (C)   Multi-family dwellings.
   (D)   Warehousing not accessory to permitted business operations.
   (E)   Ground mounted solar energy collector.
   (F)   Other uses not listed herein as determined by the Zoning Board of Appeals.

§ 154.154 C-1 PRIMARY BUSINESS DISTRICT PARKING.

   Storefront businesses in the Primary Business District may utilize public parking on-street and in public parking lots. Loading and unloading, in as much as possible, shall be either off-street or in alleyways.

§ 154.155 C-1 PRIMARY BUSINESS DISTRICT CONVERSION OF USES.

   While it is the intent of this district to exist as the central district for commercial activity, there exists within this district residential structures being used for both dwellings as well as commercial uses. It shall be permissible to convert a residential structure in this district to a commercial use, but reconversion to a dwelling shall be by special permit only if the structure has retained its residential appearance, character, and infrastructure as determined by the Zoning Commission.

§ 154.156 C-1 PRIMARY BUSINESS DISTRICT BUILDING HEIGHT.

   Buildings in the Primary Business District shall not be higher than that level which can be reached by the current equipment of the Pinckneyville Fire Department.
