Any public agency proposing a capital project shall refer the action to the Planning Board before taking action necessitating the expenditure of any public funds for the project. The Planning Board shall have the right to review the location, character or extent of the project for recommendation in conjunction with the master plan. The public agency shall not act on the project without the Planning Board's review and recommendations. The Planning Board shall have forty-five (45) days from the date of the referral to conduct its review and make its recommendations. This requirement shall apply to action by any housing, parking, highway, special district, or other authority, redevelopment agency, school board of other similar public agency, State, County or Municipal.
