ARTICLE XVIII
Parking and Loading Regulations
Section 405.515 Parking of Trucks Prohibited.

A.
Commercial Vehicle And/Or Truck Defined. The word "truck" shall be synonymous with "commercial vehicle" as used in this provision. "Commercial vehicle" shall mean a motor vehicle designed or regularly used for carrying freight, delivering merchandise or providing services whether such commerce is service, retail, wholesale or manufacturing in nature.
B.
Trucks Prohibited. Subject to the exceptions herein noted, no trucks shall be parked on any premises which are zoned "R1-40", "R1-16", "R1-8", "R-2", "R-3", "R-4" and "RCD" inclusive.
C.
Deliveries. This Chapter shall not prohibit the making of bona fide deliveries if services or merchandise to premises zoned as indicated in Subsection (B) of this Section, but such trucks shall be identified by a placard or sign clearly visible and reading: "DELIVERY IN PROGRESS".
D.
Exceptions. One (1) truck per address will be allowed to park in the districts identified in Subsection (B) of this Section under the following circumstances:
1.
Trucks which are parked within an enclosed garage.
2.
Construction trucks when construction work is actually in progress in connection with the premises where such truck is parked.
3.
Trucks on the premises in connection with any emergency.
4.
Trucks whose use is necessary in connection with an existing valid and legal non-conforming use so long as such use continues to be lawful.
5.
Tow vehicles, emergency vehicles and public service vehicles which require the resident to be on call to respond to immediate/emergency needs of the general public and law enforcement agencies. Vehicles cannot exceed a thirty thousand (30,000) pound manufacturer's gross vehicle weight rating (GVWR).
6.
Any truck which meets all of the following conditions:
a.
Does not exceed a manufacturer's gross vehicle weight rating (GVWR) of eighteen thousand (18,000) pounds, and
b.
Does not exceed ten (10) feet in height, measured at the vehicles tallest point inclusive of any attachments thereof, and
c.
Does not exceed a length of twenty-five (25) feet, measured at the vehicle's longest point inclusive of any attachments thereof, and
d.
Vehicle is maintained in such a manor as to be neat and clean in appearance, and
e.
Is parked so as not to create a visual obstruction for pedestrian or vehicular traffic, and
f.
Is parked in a legal parking space as defined by this regulation, and
g.
No portion of the vehicle extends into the public right-of-way.
Section 405.520 Off-Street Parking Requirements.

For all buildings or structures hereafter erected, constructed, reconstructed, moved or altered, off-street parking in the form of garages or open areas made available exclusively for that purpose shall be provided. Such parking shall be located entirely on private property with no portion except the necessary drive extending into any street or other public way. To determine the minimum amount of parking spaces required, first check below to see if the use you need is listed. Section 405.525 Parking Spaces For Disabled Persons.

A.
For those buildings where such parking is required, parking areas servicing each building entrance shall have the number of level parking spaces for person(s) with disabilities set forth in the following "Accessible Parking Spaces Table".

B.
Such parking spaces shall be in accordance with Federal Register, Volume 56, No. 144, 4.0 Accessible Elements and Spaces: Scope and Technical Requirements. In addition, in accordance with Federal Register, Volume 56, No. 144, all designated parking for disabled people shall be marked clearly by vertically mounted signs bearing the international symbol of access. One (1) in every eight (8) accessible spaces, but not less than one (1), shall be served by an access aisle ninety-six (96) inches wide minimum and shall be designated "van accessible". Parking for disabled people shall be designated adjacent to entrances of a building.
Section 405.530 Parking Lot Lighting.

A.
Illumination of parking areas shall be required for all parking areas with more than twenty (20) parking spaces. The illumination may be provided through the uses of light fixtures either on a pole or on a building. Lighting used to illuminate parking areas shall be arranged, located or screened to direct light away from any adjoining or abutting residential district or any street right-of-way.
B.
Illumination for parking areas shall be provided as follows:

For purposes of interpreting the table in Subsection (B)(1), the following rules shall apply: high activity uses shall include major league athletic events, major cultural or civic events, major regional shopping centers and similar uses; medium activity uses include fast-food facilities, area shopping centers (fifteen (15) acres or more), hospitals, residential complex parking and similar uses; low activity uses include local merchant parking (less than fifteen (15) acre sites, industrial employee parking, educational parking and similar uses.

The light fixtures shall be arranged in order to provide uniform illumination throughout the parking lot as indicated by the uniformity ratio in Subsection (B)(1) of average illumination to minimum illumination.
4.
The required illumination shall be measured on the pavement.
C.
If poles are used for lighting, the maximum height of the pole, as measured from the pavement, shall not exceed twenty-five (25) feet.
Section 405.535 Off-Street Loading Schedule.

A.
For purposes of this Section, there shall be considered two (2) sizes of off-street loading spaces. Each large space shall have an overhead clearance of at least fifteen (15) feet, shall be a least twelve (12) feet wide and shall be at least fifty (50) feet long, exclusive of access or maneuvering area, platform and other appurtenances. Each small space shall have an overhead clearance of at least twelve (12) feet, shall be at least twelve (12) feet wide and shall be at least thirty (30) feet long, exclusive of access or maneuvering area, platform and other appurtenances.
B.
Off-street loading facilities shall be located on the same building site on which the structure for which they are provided is located. Access, maneuvering area, ramps and other appurtenances shall be furnished off the street right-of-way and so arranged that vehicles not be permitted to back from the property into the street. The number of required loading spaces which are adequate to serve the uses or categories of uses proposed shall be in accordance with Subsection (G).
C.
Off-street loading facilities shall be constructed, maintained and operated in accordance with City standards and shall be surfaced with concrete, asphalt concrete or asphalt maintained in good condition, free of weeds, dust, trash and debris.
D.
Where access and drives to off-street loading facilities occur in conjunction with off-street parking facilities that provide parking at street level for more than six hundred (600) cars, provisions shall be made to maintain separate circulation routes within such facilities.
E.
Any off-street loading facility shall not be used to satisfy the space requirements for any off-street parking facilities or portions thereof.
F.
For the purpose of determining the amount of off-street loading or if the number of berths to be provided by such use is not readily determinable, the number of loading areas shall be fixed by the Planning Commission.

Section 405.540 Drive-In and Drive-Through Stacking Distance Requirements.

A.
Drive-in and drive-through restaurant facilities shall provide a minimum stacking distance of one hundred twenty (120) feet, of which eighty (80) feet shall be provided to the menu board, exclusive of any aisle or parking space. Minimum pavement lane width shall be ten (10) feet. The following requirements shall be followed in determining minimum stacking length:

B.
These minimum vehicle storage requirements shall remain in force, unless the developer or applicant can present a traffic study from a professional traffic engineer which provides verifiable evidence to allow the reduction of these minimum stacking lengths. The City Traffic Engineer must approve deviations from these stacking lengths.
