The Planning Commission shall adopt and maintain a major street plan for the City in conformance with, and as a part of, the General Plan. Said major street plan shall contain the proposed location of all arterial and collector streets as defined in the subdivision regulations (title 11 of this Code), and such other principal streets as the Planning Commission may deem appropriate. Upon adoption of a major street plan by the Planning Commission, said plan shall be submitted to and recommended to the City Council. (Ord. 2000-23, 7-18-2000)
10-5-2: PERMITS IN CONFORMANCE WITH MAJOR STREET PLAN:
A. No permits shall be issued for any building or structure, or part thereof, on any land located between the map lines of any street as shown on the major street plan. The Hearings Officer shall have the power, upon an appeal filed with him/her by the owner of any land affected by the major street plan, to authorize the grant of a permit for a building or structure, or parts thereof, within any of the map street locations in any case in which the Hearings Officer makes the following findings: That, after balancing the interest of the City in preserving the integrity of the major street plan and the interest of the owner in the use of the benefits of the property, the grant of such permit is required by consideration of justice and equity.
B. Prior to any findings of the Hearings Officer related to the issuance of a permit within any map street location, a public hearing shall be held in conformance with section 10-2-1 of this title.
C. In the event that the Hearings Officer decides to authorize a building permit, he/she shall have the power to specify the exact location, ground area, height, and other details and conditions of extent and character and duration of the building, structure or part thereof to be permitted. 10-5-3: APPROVAL OF SUBDIVISION PLATS:
A. No plat of a subdivision of land shall be filed or recorded in the County Recorder's Office until it has been submitted to and approved by the City Council and such approval entered in writing on the plat by the Mayor and the City Recorder, or other designated members or employees of the City.
B. No lot shall be sold until approval has been granted by the City Council and the plat has been recorded. (Ord. 2000-23, 7-18-2000; amd. 2003 Code; Ord. 2004-19, 8-17-2004)
C. The filing or recording of a plat of a subdivision without such approval shall be voidable. (Ord. 2000-23, 7-18-2000; amd. 2003 Code)
10-5-4: ADOPTION OF VICINITY MAP:
The Planning Commission shall adopt and maintain a vicinity map which will provide long range planning for local neighborhood streets. The vicinity map will provide the same generalized planning function for minor streets that is provided by the major street plan for arterial and collector streets. This is not intended to define specific alignments, and where such alignments must be protected they shall be placed on the major street plan. However, it is intended to ensure that property within a given area, which is expected to be eventually subdivided, can be adequately developed and serviced. Upon adoption of a vicinity map by the Planning Commission, said map shall be submitted to and recommended to the City Council for adoption by resolution. (Ord. 2000-23, 7-18-2000)

MAJOR STREET PLAN
