The zoning administrator shall deter mine which nonconforming uses are to be submitted to the city council for review. The zoning administrator shall base his or her decision on complaints received from the public, and/or after determining that the nonconforming use is a threat to the public health, safety, or general welfare, or materially injurious to the properties or improvements in the vicinity. |
