17.48 Civic

Center District

17.48.010 General description.

The purpose of this district is to provide an area with a unified development plan which permits a compatible mix of land uses designed to serve the promotional, cultural, recreational, educational, social and civic needs of Rapid City, the region and the nation.

17.48.020 Uses permitted.

Uses permitted are as follows:

1. Auditoriums;

2. Convention center;

3. Convention hotels and related retail uses;

4. Boys and girls clubs;

5. Sports domes;

6. Meeting rooms;

7. Ice skating rinks;

8. Football fields;

9. Baseball fields;

10. Softball fields;

11. City buildings;

12. County buildings;

13. Running tracks;

14. Senior citizen centers;

15. Business office space for public and quasi-public entities;

16. Schools and related activities;

17. Bus facilities;

18. Taxi facilities;

19. Parking lots and parking structures;

20. Theaters;

21. Ballrooms;

22. Museums;

23. Public buildings;

24. Band shells and amphitheaters;

25. Youth centers;

26. Parks and other public recreational facilities, exclusive of those generating dust, noise or odor;

27. Vendors of food and paraphernalia for special events;

28. Outdoor and indoor swimming pools;

29. Outdoor theaters and outdoor concert facilities;

30. Temporary buildings and tents for special events;

31. Temporary amusement facilities such as carnivals, circuses and the like;

32. Other uses and structures which are customarily accessory and clearly incidental to permitted uses;

33. Microcell wireless communications facilities on buildings as defined in § A; and

34. Other temporary retail business or structure as defined in § 17.50.230H.

17.48.030 Conditional uses.

Conditional uses are as follows:

A. On-sale liquor establishments.

17.48.040 Area regulations.

A. Front yard. All buildings shall be set back a minimum of 25 feet from the perimeter of the district or from dedicated public streets.

B. Side yard. All buildings shall be set back a minimum of 25 feet from the perimeter of the district or from dedicated public streets.

C. Rear yard. All buildings shall be set back a minimum of 25 feet from the perimeter of the district or from dedicated public streets.

D. Setback from section lines. Principal and accessory buildings and structures shall be set back no less than 58 feet from any section line. No setback is required from any legally vacated section line; however, if the vacated section line forms a property line, the applicable side, rear or front yard setbacks shall be observed.

E. Maximum lot coverage. Main and accessory buildings shall cover not more than 50% of the total land area in the district.

F. Groupings of buildings. Groupings of buildings are permissible on individual lots.

17.48.050 Height regulations.

Height shall not exceed 12 stories.

17.48.060 Off-street parking.

Off-street parking shall be determined by the Common Council. Because parking needs vary due to time requirements, shared parking may be permissible if so determined by the Common Council. Parking in the area of the zoning district can be counted in the parking requirement in another area of the zoning district.

17.48.070 Flood plain building district.

Any land that is within the flood plain building district as provided for in Chapter 15.32 of this code must comply with the additional requirements of that district.
