Districts and Maps
A. For the purpose of promoting the public health, safety, morals, convenience and the general welfare of the community, Rapid City is divided into districts of different types, each type being of the number, shape, kind and area and the common unity of purpose, and adaptability of use that are deemed most suitable to carry out the purpose of this title.
B. The types of districts are as follows:
1. NU, No use district;
2. FH, Flood hazard district;
3. GAD, General agricultural district;
4. PF, Park forest district;
5. LDR-1, Low density residential district 1;
6. LDR-2, Low density residential district 2;
7. MHR, Mobile home residential district;
8. MDR, Medium density residential district;
9. HDR, High density residential district;
10. OC, Office commercial district;
11. NC, Neighborhood commercial district;
12. SC-1, Neighborhood shopping center district;
13. SC-2, Community shopping center district;
14. CB, Central business district;
15. GC, General commercial district;
16. CC, Civic center district;
17. P, Public district;
18. LI, Light industrial district;
19. HI, Heavy industrial district;
20. ME, Mining and earth resources extraction district;
21. HM, Hotel-motel district;
22. BP, Business park district;
23. Airport zoning district;
24. Canyon Lake overlay zoning district; and
25. UC, Urban commercial district.
Editor’s note: This section of the original ordinance prescribes the location and boundaries of the zoning districts and lists the specific property within each district. Due to the frequency of amendment, the section has been omitted from this title. The original section and all amendments thereto are on file in the City Auditor’s office. Also, the zoning map, showing the location of the various districts, is on file in the City Engineer’s office.

Where uncertainty exists with respect to the precise location of any of the aforesaid districts shown on the zoning map, the following rules shall apply:
A. Boundaries shown as following or approximately following streets, highways or alleys shall be construed to follow the centerlines of the streets, highways or alleys.
B. For boundaries shown as following or approximately following platted lot lines or other property lines, the lines shall be construed to be the boundary lines.
C. Boundaries shown as following or approximately following railroad lines shall be construed to lie midway between the main tracks of the railroad lines.
D. Boundaries shown as following or approximately following the centerline of streams, rivers or other continuously flowing watercourses shall be construed as following the channel centerline of the watercourses and the boundaries shall be deemed to be at the limit of the jurisdiction of the city unless otherwise indicated.
E. Boundaries shown as following or closely following the limits of the city shall be construed as following the limits.
F. Where the application of the aforesaid rules leaves a reasonable doubt as to the boundaries between 2 districts, the regulations of the more restrictive district shall govern the entire parcel in question, unless otherwise determined by the Common Council.
G. Whenever any street, alley or other public easement is vacated, the district classification of the property to which the vacated portions of land accrue shall become the classification of the vacated land.
The regulations applying to each district include specific limitation on the use of land and structure, height and bulk of structures, density of population, lot area, yard dimension, area of lot that can be covered by structures, and other design criteria as specified within Title 17.
