CHAPTER 1143

RTF Two-Family Residential District and RMF-1 Multiple-Family Residential District - Low Rise

1143.01 INTENT.

   The RTF Two-Family and the RMF-1 Multiple-Family Residential Districts (Low Rise) are designed to provide sites for two-family and multiple-family dwelling structures which will generally serve as zones of transition between nonresidential districts and the lower density single-family districts. The RTF and RMF-1 Districts are further provided to serve the limited needs of the apartment type of unit in an otherwise low density, single-family community.

1143.02 PERMITTED USES.

   In an RTF Two-Family District and an RMF-1 Multiple-Family District, no building, structure or land shall be erected or used except for the following specified uses unless otherwise provided in this chapter:
   (a)    All principal uses permitted in single-family residence districts with all the requirements equal to at least the requirement of the most restrictive immediately abutting residential district or if there is none the requirements of the least restrictive residential district shall apply.
   (b)    Two-family dwellings, provided such use conforms to all the requirements for RTF Districts set forth in Chapter 1173 .
   (c)    Multiple-family dwellings not in excess of two stories in RMF-1 Districts.
   (d)    Housing for the elderly, when the following conditions are met:
      (1)    All housing for the elderly shall be provided as a planned development on a site of at least five acres in area and shall provide for the following:
         A.    Cottage type dwelling and/or apartment type dwelling units.
         B.    Common services containing but not limited to a recreational room, central lounge and a workshop.
      (2)    All dwelling units shall consist of at least a living room, bedroom and private bath with stall shower and toilet and each unit shall contain not less than 600 square feet for one bedroom unit and 750 square feet for two bedroom units.
      (3)    Such housing shall include the following:
         A.    Nonskid floors.
         B.    Doors of sufficient width to accommodate wheelchairs.
         C.    Electric outlets at levels at least twenty-four inches above the floor.
         D.    Grab bars around bathtubs (where bathtubs are provided), showers and toilets.
         E.    Handle-type spigots and door knobs.
         F.    Emergency signals which ring in adjoining apartments or at a central location.
      (4)    For each one dwelling unit there shall be provided not less than 3,500 square feet of land area. Within this area a minimum of 900 square feet per dwelling of contiguous landscaped open space shall be provided apart from the area required for off-street parking and driveways.
      (5)    The total coverage for all buildings shall not exceed twenty-five percent of the site.
      (6)    The owner shall file with the Cuyahoga County Recorder a covenant, approved as to form by the City Law Director, in which the owner shall covenant on behalf of himself, his heirs, executors and assigns not to use the property for any other use unless the use complies with all requirements of the Zoning Ordinance.
   (e)    Accessory buildings and uses customarily incident to any of the above permitted uses such as off-street parking, garages, recreational areas, pools, fences and walls.

1143.03 GENERAL REQUIREMENTS.

   RTF and RMF-1 Districts shall be located so as to have access only to an arterial street; except that access driveways may be permitted to other than an arterial street where the property directly across the street from the driveways and all property abutting such street between the driveways and an arterial street are located in multiple-family or nonresidential use districts.

1143.04 SITE PLAN REVIEW.

   (a)    No building or structure shall be erected or land used in any RTF Two-Family or RMF-1 Multiple-Family Residential District unless the site plan has been approved by Council. Council shall not approve the site plan unless it receives a report and recommendation from the Planning Commission, but Council may act on the site plan if a report and recommendation is not received from the Planning Commission within sixty days after the site plan has been presented to the Commission.
   (b)    When recommending the approval of a site plan for an RTF or an RMF-1 District, the Planning Commission may recommend such additional conditions as are necessary to secure the following objectives:
      (1)    That all the development features including the principal and accessory buildings, open spaces, service roads, driveways and parking areas shall be located so as to encourage pedestrian and vehicular traffic safety; and
      (2)    That the design of such land use will not discourage the appropriate development or impair the value of existing or proposed development in the area surrounding the subject development.

1143.05 DWELLING AREA REQUIREMENTS.

   Except as herein provided, the minimum rooms and floor area requirements shall be as follows:
   (a)    All dwelling units in an RMF-1 District shall have at least one living room and one bedroom and kitchen and sanitary facilities. The minimum floor area requirements shall be as follows:
 
One bedroom unit
800 square feet
Two bedroom unit
1,000 square feet
Three bedroom unit
1,200 square feet
   plus 200 square feet for each bedroom over three.
In addition to the floor area requirements set forth above, at least eighty square feet of general storage space, exclusive of household closets, shall be provided for each dwelling unit.
   (b)    All dwelling units in an RTF District shall have at least one living room and two bedrooms and kitchen and sanitary facilities. The minimum floor area of each unit shall be 1,400 square feet. A basement containing not less than 700 square feet shall be required.

1143.06 YARD, AREA AND BULK REQUIREMENTS.

   Except as herein provided, yard, area and bulk requirements shall be regulated as set forth in Chapter 1173 .
   (a)    In an RMF-1 District, garages or other accessory buildings shall be located not less than fifty feet from a side or rear property line where such property line abuts a multiple-family zoning district or a nonresidential zoning district.
   (b)    The minimum distance between any two buildings within any RMF-1 District shall be regulated by the building distance formula set forth in Section 1147.07 . In no event shall the distance between buildings be less than fifty feet.

1143.07 OFF-STREET PARKING.

   (a)    Except as herein provided, off-street parking shall be as required in Chapter 1175 .
   (b)    No part of any required yard abutting a street and not more than fifty percent of any side or rear yard abutting a single-family residential district shall be used for vehicular parking.

1143.08 WALLS AND LANDSCAPING.

   Walls and/or landscaping shall be as required in Chapter 1177 .

1143.09 SIGNS AND LIGHTING.

   Signs and lighting shall be permitted only when in conformity with the provisions set forth in Chapter 1179 .
