CHAPTER 1147

RMF-2 Multiple-Family Residential District - Medium Rise

1147.01 INTENT.

   The RMF-2 Multiple-Family Residential District (Medium Rise) is designed to provide sites for high density multiple dwelling structures adjacent to or abutting major thoroughfares and expressways. This District is further provided to serve the residential needs of persons desiring the apartment type of accommodation with central services as opposed to the residential patterns found in the one-family residential and RMF-1 Multiple-Family Residential Districts. This District is further designed so as to provide a zone of transition between major thoroughfares and high traffic generators and other residential districts through the requirements of lower coverage which, in turn, will result in more open space.

1147.02 PERMITTED USES.

   In an RMF-2 Multiple-Family Residential District no building, structure or land shall be erected or used except for the following specified uses unless otherwise provided in this chapter:
   (a)    All principal uses permitted in the RMF-1 Multiple-Family Residential District meeting the requirements set forth for such District with the exception of single- family dwellings which shall be expressly prohibited from this District.
   (b)    Multiple-family dwellings in structures in excess of two stories but not exceeding six stories in height.
   (c)    Hospitals, except those for criminals and those primarily for the treatment of persons who are mentally ill, when the following conditions are met:
      (1)    All such hospitals shall be developed only on sites at least five acres in area.
      (2)    The proposed site shall have at least one property line abutting an arterial street (a street which has a right-of-way width of not less than eighty feet).
      (3)    The minimum distance of any main or accessory building from bounding lot lines or streets shall be at least 100 feet for front, rear and side yards for all two-story structures. For every story above two the minimum yard distance shall be increased by at least twenty feet.
      (4)    Ambulance and delivery areas shall be obscured from all residential view with an obscuring wall or fence not less than four feet in height. Ingress and egress to the site shall be directly from an arterial street (a street which has a right-of-way width of not less than eighty feet).
      (5)    All ingress to and egress from the off-street parking areas, for guests, employees, staff, as well as any other users of the facility, shall be directly from an arterial street.
   (d)    Accessory buildings and uses customarily incident to any of the above permitted uses such as off-street parking, garages, recreational areas, pools, fences and walls.

1147.03 GENERAL REQUIREMENTS.

   (a)    An RMF-2 District shall be located so as to have access only to an arterial street; except that access driveways may be permitted to other than an arterial street where the property directly across the street from such driveways and all property abutting such street between such driveways and an arterial street are located in multiple-family or nonresidential use districts.
   (b)    No use on the site shall be developed as a retail business. No identifying sign of any such retail business use in existence after August 31, 1972, shall be made visible from any exterior view.
   (c)    The entire area of the site shall be treated to service the residents of the apartment and any accessory buildings, uses or services shall be developed solely for the use of residents of the main building. Uses considered herein as accessory uses include: swimming pools, recreation areas, pavilions, off-street parking, garages and other similar uses.

1147.04 SITE PLAN REVIEW.

   (a)    No building or structure shall be erected or land used in an RMF-2 Multiple- Family Residential District unless the site plan has been approved by Council. Council shall not approve the site plan unless it receives a report and recommendation from the Planning Commission, but Council may act on the site plan if a report and recommendation is not received from the Planning Commission within sixty days after the site plan has been presented to the Commission.
   (b)    When recommending the approval of a site plan for an RMF-2 District, the Planning Commission may recommend such additional conditions as are necessary to secure the following objectives:
      (1)    That all the development features including the principal and accessory buildings, open spaces, service roads, driveways and parking areas shall be located so as to encourage pedestrian and vehicular traffic safety; and
      (2)    That the design of such land use will not discourage the appropriate development or impair the value of existing or proposed development in the area surrounding the subject development.

1147.05 DWELLING AREA REQUIREMENTS.

   All dwelling units shall have at least one living room and one bedroom, except that ten percent of the dwelling units in a multiple-family building may be of an efficiency type. The minimum floor area requirements shall be as follows:
 
Efficiency unit - 600 square feet
One bedroom unit - 800 square feet
Two bedroom unit - 1,000 square feet
Three bedroom unit - 1,200 square feet.
   In addition to the floor area requirements set forth above, at least eighty square feet of general storage space, exclusive of household closets, shall be provided for each dwelling unit.

1147.06 YARD, AREA AND BULK REQUIREMENTS.

   Yard, area and bulk requirements shall be regulated as set forth in Chapter 1173 , except that carports or garages may be located within fifty feet of a side or rear property line where such lot line abuts a multiple-family zoning district or a nonresidential zoning district.
The distance between buildings on the same lot is regulated by the building distance formula, Section 1147.07 , and where, because of the building arrangement, the formula is not applicable, the minimum distance between buildings shall be fifty feet. In no event shall the distance between buildings be less than fifty feet.

1147.07 BUILDING DISTANCE FORMULA.

   In all RMF-2 Multiple-Family Residence Districts the minimum distance between any two buildings shall be regulated according to the length and height of such buildings.
 
The formula regulating the required minimum distance between two buildings (referred to as building "A" and building "B") is as follows:
S = LA + LB + 2 (HA + HB) WHERE

S =    required minimum horizontal distance between any wall of building A and any wall of building B or the vertical prolongation of either.
LA =    total length of building A.
The total length of building A is the length of that portion or portions of a wall or walls of building A from which, when viewed directly from above, lines drawn perpendicular to building A will intersect any wall of building B.
LB =    total length of building B.
The total length of building B is the length of that portion or portions of a wall or walls of building B from which, when viewed directly from above, lines drawn perpendicular to building B will intersect any wall of building A.
HA = height of building A.
The height of building A at any given level is the height above natural grade level of any portion or portions of a wall or walls along the length of building A. Natural grade level shall be the mean level of the ground immediately adjoining the portion or portions of the wall or walls along the total length of the building.
HB = height of building B.
The height of building B at any given level is the height above natural grade level of any portion or portions of a wall or walls along the length of building B. Natural grade level shall be the mean level of the ground immediately adjoining the portion or portions of the wall or walls along the total length of the building.

1147.08 OFF-STREET PARKING.

   (a)    Except as provided in subsection (b) hereof, off-street parking shall be as required in Chapter 1175.
   (b)    No part of any required yard abutting a street and not more than fifty percent of any side or rear yard abutting a single-family residential district shall be used for vehicular parking.

1147.09 WALLS AND LANDSCAPING.

   Walls and/or landscaping shall be as required in Chapter 1177.

1147.10 SIGNS AND LIGHTING.

   Signs and lighting shall be permitted only when in conformity with the provisions set forth in Chapter 1179.
