All mobile home parks shall have one or more recreational areas which shall be easily accessible to all park residents. Recreational areas shall be so located as to be free of traffic hazards and shall, where the topography permits, be centrally located. The size of such recreational areas shall be a minimum of 10% of the land area of the mobile home park. All equipment installed in such areas shall be owned and maintained by the owner or operator of the mobile home park at their expense.
