The height, location and use of all buildings now under construction or which within six months shall be under active construction, authorized by permits issued by the Borough of Rockleigh prior to the adoption of this chapter shall be unaffected by this chapter, except as otherwise provided herein, and provided such building or buildings be completed within one year from the date of permit.
