Agriculture is hereby declared to be a proper and suitable use of undeveloped property within the corporate limits of the City. Agriculture shall be the predominate use within the A-1 zone. The provisions of Sections 165.14, 165.15 and 165.18 notwithstanding, agriculture may be continued in any R-1, R-2, or I-1 zone until the lot, parcel, or tract of land is developed for use in accordance with the provisions of said sections.

REQUIREMENTS.
