CHAPTER 3

AGRICULTURAL AND RESIDENTIAL DISTRICTS

11-3-1: ESTABLISHMENT OF DISTRICTS:

The following statements specify the purposes of the zoning districts established to regulate the areas of the City considered appropriate for agricultural and residential uses:
   A.   A-1 Agricultural Preserve District: This district is expressly established to allow landowners to comply with the requirements of the Metropolitan Area Agricultural Preserves Act, Minnesota Statutes, chapter 473H.
   B.   A-2 Agricultural District: The purpose of the Agricultural District is to encourage the long-term continuation of agricultural and related uses in the city in areas which are both suitable for agriculture and are not planned for urban development.
   C.   RR Rural Residential District: The purpose of the Rural Residential District is to provide for a large lot rural residential lifestyle which is separate from and not in conflict with commercial agricultural activities. Within this district, public sewer and water systems are not available.
   D.   R-1 Low Density Traditional Residential District: The purpose of the Low Density Traditional Residential District is to provide for the preservation of existing neighborhoods within the metropolitan urban service area which are primarily made up of detached single-unit residential dwellings. This district is intended to apply predominantly to areas of existing single-unit development.
   E.   R-2 Low to Medium Density Residential District: The purpose of the Low to Medium Density Residential District is to accommodate a mixture of attached and detached single-unit dwellings and smaller multiple-unit dwellings within the metropolitan urban service area. Developments within this district are intended to provide full urban infrastructure with a focus on pedestrian and vehicular connectivity, access, and open spaces.
   F.   R-3 Medium Density Residential District: The purpose of the Medium Density Residential District is to accommodate a variety of medium density attached housing types including townhouses, apartments, and senior housing within the metropolitan urban service area. This district is intended to be located within close walking or driving distance of areas of greater concentrations of commercial, recreational, employment, and public activity. It is intended that this district provide a blend of housing, recreation, and open space opportunities.
   G.   R-4 High Density Residential District: The purpose of the High Density Residential District is to support high density attached housing types such as apartments and senior housing within the metropolitan urban service area. This district is intended to be located near or within areas of greater concentrations of commercial, recreational, employment, and public activity. Developments within this district should be walkable and should provide convenient access to goods, services, and amenities. (Ord. 2024-04, 6-4-2024)

11-3-2: USES:

   A.   Tables 3.1 and 3.2 list land uses and indicates whether they are permitted, permitted with standards, conditional, interim, or prohibited. The tables also include references to whether additional use-specific standards are applicable to each use.
   B.   The following definitions shall be referenced when using Tables 3.1 and 3.2:
      1.   Permitted Use: A "P" indicates that a use is allowed by right, subject to compliance with all other applicable provisions of this code.
      2.   Permitted With Standards Use: A "PS" indicates that a use is allowed when standards identified in chapter 6 "Use-Specific Standards" are met. Uses permitted with standards are also subject to all other applicable requirements of this chapter. Any request to vary from the standards set forth for a permitted with standards use shall be processed as a variance.
      3.   Conditional Use: A "C" indicates that a use is allowed only if a conditional use permit is issued by the city after compliance with the procedure and requirements set forth in section 11-9-3 "Conditional Use Permit."
      4.   Interim Use: An "I" indicates that a use may be allowed for a limited period of time if an interim use permit is issued by the city after compliance with the procedure and requirements set forth in section 11-9-4 "Interim Use Permit."
      5.   Prohibited Use: A blank cell in the use table indicates that the land use is prohibited in that zoning district.
   C.   In the event a proposed use is not listed in the use table, the Zoning Administrator is authorized to classify the proposed use into an existing use type as set forth in Tables 3.1 and 3.2 that the Zoning Administrator determines most closely fits the proposed use.
      1.   If found to be consistent with a listed use, the proposed use shall be treated the same as the listed use.
      2.   If no similar use determination is made by the Zoning Administrator, the proposed use is prohibited. In such case, the City Council on its own initiative may amend this chapter to allow the proposed use or an interested party may request an amendment to this chapter in accordance with the procedure and requirement set forth in section 11-9-2 "Zoning Code Amendment.

11-3-3: LOT DIMENSIONS:

   A.   All lot dimension standards listed in this Section are subject to the exemptions listed in section 11-2-5 "General Lot, Building, and Yard Provisions.”
   B.   Table 3.3 establishes the minimum lot area and lot width requirements for the A-1, A-2, RR, R-1, R-2, R-3, and R-4 zoning districts.

11-3-4: SITE DIMENSIONS:

   A.   All site dimension standards listed in this Section are also subject to the supplementary yard and height regulations listed in Chapter 2, General Zoning Requirements.
   B.   Table 3.4 establishes the minimum site dimension standards for principal structures in the A-1, A-2, RR, R-1, R-2, R-3, and R-4 zoning districts. Setbacks for any use not listed shall be the most restrictive of the district.

1 Parcels in the R-1 district platted prior to 1979 shall meet the following minimum setbacks: 5' for a single-story structure and 7.5' for a 2-story structure.
 
   C.   Table 3.5 establishes the minimum site dimension standards for accessory structures in the A-1, A-2, RR, R-1, R-2, R-3, and R-4 zoning districts. Setbacks for any use not listed shall be the most restrictive of the district.

   D.   Principal structure setbacks for residential lots shall be increased on the side adjacent to freeways, arterial and collector streets, and railroad rights-of-way or easements in order to provide space for earthen berms, buffer yards, or planting strips as shown in Table 3.6 below.
