Permits
§ 590-108 General provisions.

No building or any part thereof shall hereafter be erected or ground broken for the same nor shall any person build or alter any structure in the Village of Rothschild without first obtaining a permit. This shall include any building or structure and any enlargement, alteration, heating or ventilating installation, moving or demolition, or anything affecting the fire hazards or safety of any building or structure.
A.
Permit required. The Building Inspector/Zoning Administrator or designated person issues all permits subject to this chapter:

Permit revoked. A permit shall be automatically revoked if the project set forth in the permit is not started within one year from date of issuance of the permit, unless otherwise renewed as provided for in this article.
C.
Fee required. The applicable fee, per the fee schedule, shall be required at the time of application for permit.
D.
Construction bond. A construction bond of lawful United States money shall be required at the time of application, as per the fee schedule.
§ 590-109 Sign permit.
No person shall erect, alter, or relocate, within the Village of Rothschild, any type of sign without first obtaining a sign permit. Refer to Article XVIII, Signs.
§ 590-110 Conditional use permit.
The Village Board may authorize the Building Inspector/Zoning Administrator or designated person to issue a conditional use permit for conditional uses after review and a public hearing, provided that such conditional uses and structures are in accordance with the purpose and intent of this chapter and are found not to be hazardous, harmful, offensive, or otherwise adverse to the environment or the value of the neighborhood or the community. Refer to Article XI, Conditional Uses Permits.
§ 590-111 Certificate of occupancy or completion.

A.
Certificate of occupancy or completion required.
(1)
No vacant land shall be occupied or used and no building hereafter erected, altered or moved shall be occupied until a certificate of occupancy or completion has been issued by the Building Inspector/Zoning Administrator or designated person. Such certificate shall show that the building or premises or part thereof and the proposed use thereof are in conformity with the provisions of this chapter. Such permit shall be issued only when the building or premises and the proposed use thereof conform to all the requirements of this chapter and all other governmental codes.
(2)
A construction bond, per the fee schedule, shall be posted with the Village to ensure the project is completed in accordance with the plan and permit. In the event of noncompletion within a reasonable period of time, as determined by the Zoning Department or designated person, the resident shall forfeit the construction bond.
B.
Request for occupancy. Upon written request from the owner, the Building Inspector/Zoning Administrator or designated person shall issue a certificate of occupancy for any building or premises existing at the time of the adoption of this chapter, certifying, after inspection, the extent and kind of use made of the building or premises and whether such use conforms to the provisions of this chapter.
§ 590-112 Industrial/commercial building permit.
A.
Industrial/commercial building permit. Industrial/commercial building permits are required in all commercial, industrial, and business and office districts. No vacant land shall be developed or used, and no building shall be erected or structurally altered, relocated or used, until a building permit has been issued by the Building Inspector/Zoning Administrator or designated person.

B.
Application. Application for a building permit shall be made to the Village Clerk. Application will be made on forms furnished by the Village and shall include the following, where applicable:
(1)
Name(s) and address(es) of the applicant, owner of the site, architect, professional engineer, or contractor.
(2)
Description of the subject site by lot, block and recorded subdivision or by metes and bounds; address of the subject site; type of structure; existing and proposed operation or use of the structure or site; number of employees; and the zoning district within which the subject site lies.
(3)
Two plats of survey prepared by a registered land surveyor or, if approved by the Building Inspector/Zoning Administrator or designated person, a sketch at a scale of no less than one inch equals 40 feet showing the location, boundaries, dimensions, elevations, uses and sizes of the following: subject site; existing and proposed structures; existing and proposed easements, streets and other public ways; off-street parking, loading areas and driveways; existing highway access restrictions; and existing and proposed street, side and rear yards; also 15 copies of the plat or sketch on 11 inches by 17 inches for Planning and Zoning Commission review. In addition, the Building Inspector/Zoning Administrator or designated person or the Planning and Zoning Commission shall require that the plat of survey show the location, elevation and use of any abutting lands and their structures within 200 feet of the subject premises; the ordinary high-water mark and wetlands; and adjoining Village zoning districts.
(4)
Proposed sewage disposal plan, if municipal sewerage service is not available. This plan shall include a copy of the permit issued by the Marathon County Zoning Department for the installation of a private on-site waste treatment system or other appropriate means of waste disposal.
(5)
Detailed plans and specifications.
(6)
Additional information as may be required by the Planning and Zoning Commission, Building Inspector/Zoning Administrator or designated person, Public Safety Department, or Plumbing Inspectors.
C.
Review and approval. The Building Inspector/Zoning Administrator or designated person shall review the application for the building permit for its completeness and conformity with this chapter. The building permit shall be granted or denied in writing by the Building Inspector/Zoning Administrator or designated person within 60 days of the first consideration. The permit shall be good for two years and may be extended, with recommendation of the Planning and Zoning Commission and approval of the Village Board, upon application, and personal appearance, with plans for completion.

§ 590-113 Residential building permit.
A.
Residential building permit required. In all zoning districts no residential building shall be erected or structurally altered, relocated, or used until the Building Inspector/Zoning Administrator or designated person has issued a building permit.
B.
Application. Application for a building permit shall be made in duplicate to the Village Clerk. Application will be made on forms furnished by the Village and shall include the following, where applicable:
(1)
Name(s) and address(es) of the applicant, owner of the site, architect, professional engineer, or contractor.
(2)
Description of the subject site by lot, block and recorded subdivision or by metes and bounds; address of the subject site; type of structure; and the zoning district within which the subject site lies.
(3)
Plat of survey prepared by a registered land surveyor or, if approved by the Building Inspector/Zoning Administrator or designated person, a sketch at a scale of no less than one inch equals 40 feet showing the location, boundaries, dimensions, elevations, uses and sizes of the following: subject site; existing and proposed structures; existing and proposed easements, streets and other public ways; off-street parking and driveways; existing highway access restrictions; and existing and proposed street, side and rear yards. In addition, the Building Inspector/Zoning Administrator or designated person may require that the plat of survey show the location, elevation and use of any abutting lands and their structures within 200 feet of the subject premises; the mean and high water line; the type, slope, degree of erosion and boundaries, wetlands; and adjoining Village zoning districts.

Detailed plans and specifications.

Additional information as may be required by the Planning and Zoning Commission or the Building Inspector/Zoning Administrator or designated person.
C.
Review and approval. The Building Inspector/Zoning Administrator or designated person shall review the building permit for its completeness and conformity with this chapter. § 590-114 Demolition permit.
No structure shall be demolished within the Village of Rothschild without first obtaining a permit from the Building Inspector/Zoning Administrator or designated person.
§ 590-115 Other permits.
It is the responsibility of the permit applicant to secure all other necessary permits required by any federal, state, or local agency. This includes, but is not limited to, a water use permit pursuant to Ch. 30 or 31, Wis. Stats., or a wetland fill permit pursuant to Section 404 of the Federal Water Pollution Control Act.
