C-B Crossing Business Zone
§ 210-16 Purpose.
The purpose of this zone is to encourage retail, office and public uses that serve primarily Saddle River residents and employees who work in the Borough, while maintaining or enhancing the historic character and scale of the built environment, including but not limited to their eclectic architectural character, their small scale, provision of small parking lots located to the rear of buildings, and interspersed with open space and landscaping, and connected by a series of walkways, all of a historically compatible style and design.
§ 210-17 Permitted uses.
The following shall be permitted in the CB Crossing Business Zone. Any use not so listed is expressly prohibited.
A.
Permitted principal uses.
(1)
Clothing, personal furnishings and accessories, and shoe stores.
(2)
Music and book stores.
(3)
Stationery stores.
(4)
Antiques stores.
(5)
Camera, photographic supply, computer, electronics and consumer electronics stores.
(6)
Gift, novelty and souvenir stores.
(7)
Jewelry and watch stores.
(8)
Luggage and leather goods stores.
(9)
Sporting and recreational goods and supplies.
(10)
Furniture and home furnishing.
(11)
Drapery and curtain stores.
(12)
Florists.
(13)
Restaurants, including outdoor dining but excluding drive-in and drive-through restaurants.
(14)
Retail bakery store.
(15)
Grocery stores, fruit and vegetable markets, candy, nut and confectionery stores, meat and fish stores.
(16)
Beauty or barber shops, and nail salons.
(17)
Laundry and dry-cleaning pickup or dropoff centers.
(18)
Travel agencies.
(19)
Banks, but excluding drive-in or drive-through banks.
(20)
Finance, insurance and real estate offices.
(21)
Business and professional offices.
(22)
Offices of physicians, dentists and other health practitioners.
(23)
Art galleries.
(24)
Public or governmental uses.
(25)
Municipal parks and playgrounds.
C.
Prohibited uses.
(1)
Outdoor storage of any kind.
(2)
The sale of any product or service by outdoor vending machines.
(3)
The performance of any service except within enclosed buildings, with the exception of outdoor dining, pursuant to § 210-17B.
(4)
Any drive-in or drive-through use or service, whether a principal or accessory use.
(5)
Any automobile service, sales, leasing or rental.
(6)
All classes of cannabis establishments or cannabis distributors or cannabis delivery services as said terms are defined in Section 3 of P.L. 2021, c. 16, but not the delivery of cannabis items and related supplies by a delivery service.

§ 210-18 Supplemental requirements for uses.
A.
General requirements.
(1)
No single building or business shall exceed 3,500 square feet of floor area, regardless of use. No single building shall have a building coverage in excess of 2,000 square feet. No two principal buildings on a single lot shall be closer to one another than 20 feet and shall not be connected by atriums or enclosed breezeways or similar structures.
(2)
No parking or vehicular dropoff or circular driveways shall be permitted in any front yard.
(3)
Driveway openings shall be limited to one per street frontage and shall not be less than 12 feet for a single-lane driveway and 15 feet for a two-lane driveway nor more than 24 feet in width, although driveway aprons may exceed such widths as necessary at the curbline. The use of shared driveways and common parking areas serving more than one use or property is hereby encouraged.
(5)
All refuse containers shall be placed within a permanent, fixed enclosure, surrounded on all sides to a height of at least six feet but not exceeding eight feet, which may be accessed by a gate and which shall be closed at all times when not being used. Such an enclosure shall be made of durable, preferably natural, material, in keeping with the design of the principal use which it serves.

Accessory structures such as walkways connecting the buildings, parking lots, sidewalks and walkways on adjacent lots are encouraged, along with benches and other street furniture to enhance and encourage outdoor use.
(7)
All retail businesses or office uses adjacent to a residential zone shall be screened from residential zones by a buffer strip of at least 15 feet in width within the lot upon which the use is conducted and shall be landscaped pursuant to § 210-33.[1]
