04.- TITLE AND PURPOSE
This title is known as and is entitled "The Revised Zoning Ordinance of the City of Safford, Arizona" and may be so cited and pleaded.

The intent and purpose of this title is to promote the health, safety, morals, convenience, order, prosperity and general welfare of the present and future inhabitants of the city by guiding development within the city in accordance with the general plan, which plan has been designed to:
A.
Encourage and facilitate orderly growth and development in the area;
B.
Create conditions favorable to prosperity, civil activities, and recreational, educational and cultural opportunities;
C.
Facilitate adequate provisions for transportation, water, sewerage, schools, parks, and other public requirements;
D.
Reduce the waste of physical, financial and human resources resulting from excessive scattering of population;
E.
Secure safety from fires, floods, traffic hazards, and other dangers;
F.
Lessen congestion in the streets, prevent the overcrowding of land and provide adequate light and air;
G.
Stabilize and improve property values;
H.
Promote a more attractive and wholesome environment; and
I.
Comply with the requirements of A.R.S. § 9-461.
